Notice of Public Hearing and Budget Vote
NOTICE
IS HEREBY GIVEN that the Grand Island Central School District (the
"District") of the Town of Grand Island, Erie County, New York, will
hold
a
Budget Hearing. Said Hearing
shall be held for the purpose of presentation and discussion of the 2004 - 05
District budget and shall be held on Monday, May 10, 2004 at 6:30 p.m.,
Prevailing Time, in the High School Senior Cafeteria, 1100 Ransom Road, Grand
Island, New York.
TAKE
FURTHER NOTICE that the Annual District Meeting, Election and Budget Vote will
be held on Tuesday, May 18, 2004 from 10:00 a.m. to 9:00 p.m., Prevailing Time,
in the High School Gym, 1100 Ransom Road, Grand Island, New York, which vote
will be on one or more propositions, on the budget for the fiscal year 2004 -
05, and on electing three (3) at-large members to the Board of Education as
follows:
(a)
Two (2) three-year terms currently occupied by Myrna Blair and Jeri Schopp. The
terms will commence July 1, 2004 after expiration on June 30, 2004 of the terms
of the above named Board Members.
(b)
One (1) term to fill the balance of the unexpired term of the vacancy created by
the death of Board Member Francis DelSignore, which shall commence by operation
of Law immediately upon election, and shall expire June 30, 2006.
The
two candidates receiving the two largest number of votes shall each be elected
to a three-year term, and the candidate receiving the third largest number of
votes shall be elected to fill the remainder of the unexpired term of the
vacancy created by the death of Board Member Francis DelSignore.
TAKE FURTHER NOTICE that all candidates for the office of members of the
Board of Education shall be nominated by petition. Each petition shall be directed to the District Clerk; shall
be signed by at least Twenty-five (25) voters of the District; shall state the
residence of each signer, and shall state the name and residence of the
candidate. Each petition shall be
filed in the office of the District Clerk between the hours of 9:00 a.m. and
5:00 p.m., Prevailing Time, not later than the thirtieth day preceding the
election of a member of the Board of Education, to wit:
Monday, April 19, 2004. Each
person nominated is a candidate to fill any of the vacancies as described above.
NOTICE
IS FURTHER GIVEN that applications for absentee ballots may be applied for at
the office of the District Clerk. If
the ballot is to be mailed to the voter, the District Clerk must receive the
completed application no later than May 11, 2004.
The completed ballot must be received by the District Clerk no later than
5:00 p.m., May 18, 2004.
A
list of all persons to whom absentee ballots shall have been issued will be
available in the office of the District Clerk on each of the five days prior to
the day of the election, except Saturday and Sunday, during regular business
hours. Such list will also be posted in a conspicuous place at the
polling place during the election.
TAKE
FURTHER NOTICE that voting machines will be used to record the vote on the
budget, on all propositions, and on the election of members of the Board of
Education.
TAKE
FURTHER NOTICE that the Board of Education of the District has adopted rules for
the Use of Voting Machines and the Submission of questions or Propositions to be
placed thereon; and printed copies of said Rules for general distribution in the
District are available at the office of the District Clerk located at 1100
Ransom Road, Grand Island, New York.
TAKE
FURTHER NOTICE that the Board of Education of the District will have prepared
and completed a detailed statement in writing of the amount of money which will
be required for the fiscal year 2004-05 for school purposes, specifying the
several purposes and the amount of each. The
amount for each purpose estimated to be necessary for payment to the Board of
Cooperative Educational Services shall be set forth in full with no deduction of
estimated State aid. Such statement
will be available upon request to taxpayers within the District during the hours
of 9:00 a.m. to 3:00 p.m., Prevailing Time, weekdays, from May 4, 2004 to May
18, 2004, at each of the public schoolhouses of the District.
TAKE
FURTHER NOTICE that additional propositions requiring expenditures for the
fiscal year 2004-05 and the levying of taxes therefore must be submitted to the
District Clerk, 1100 Ransom Road, Grand Island, New York, not later than 5:00
p.m., Prevailing Time on Monday, April 19, 2004.
Such propositions will be presented with the proposed budget at the
Budget Hearing.

FURTHER NOTICE that at least the following additional proposition will be voted
on:

NO. 1:
Shall
the following resolution be adopted to wit:
RESOLVED:
That the Board of Education of Grand Island Central School District (the
“District”) is hereby authorized to purchase (4) 66 passenger transit school
busses at an estimated cost of $89,000 each; (2) 20 passenger vans at an
estimated cost of $41,500 each; (1) Wheelchair Bus at an estimated cost of
$88,500 each and to expend therefore a total sum not to exceed $527,500 to be
raised by the levy of a tax upon the taxable property in the District and
collected in annual installments as provided in Section 416 of Education Law,
and in anticipation of such tax, obligations of the District shall be issued.
