A regular meeting of the Town Board of Grand Island, New York was held at the Town Hall, 2255 Baseline Rd., Grand Island, NY at 8:00p.m. on the 17th of March, 2008.

Supervisor Peter McMahon called the meeting to order at 8:00p.m.

Rev. David Rodgers from Emmanuel Community Bible Church gave the Invocation. 

Councilwoman Susan J. Argy led the Pledge of Allegiance.

Local Law Intro #2 of 2008 – Petition to Amend the Zoning Map – John R. Simon, Terry Mesmer – 2038 Grand Island Boulevard – TCMR to B1

A public hearing was held at 8:00 P.M. for purpose of hearing anyone who wanted to speak in favor of or in opposition to Local Law Intro #2/2008 to consider and possibly amend the Zoning Map at 2038 Grand Island Boulevard from TCMR to B1.

Supervisor McMahon declared the Public Hearing closed.

 

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to refer the request amend the Zoning Map at 2038 Grand Island Boulevard from TCMR to B1 to the Town Board.

A public hearing was held at 8:00 P.M. for purpose of hearing anyone who wanted to speak in favor of or in opposition to Local Law Intro #3/2008 to consider and possibly rezone a portion of River Oaks (56+/- Acres) on Whitehaven Road West of Golf Course Villas from R2 to R1E.

Appointment – Environmental Conservation Commission

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to appoint Stephen Birtz to the Environmental Conservation Commission to fill a balance of a vacated term set to expire December 31, 2010.

Town Tip Line

A motion was made by Councilman Crawford, seconded by Councilman Roesch to authorize the Supervisor to have a basic phone line installed at a current rate of $17.00 per month for the purpose of a Town Tip Line.

A motion was made by Councilwoman Cooke, seconded by Councilman Roesch to authorize the Highway Superintendent to advertise to rebid for a 2008 10’ salt spreader body.

DEPARTMENT OF ENGINEERING & WATER RESOURCES – JOHN WHITNEY:

Change Order No. 1 – 2007 Drainage Improvement Project – Job No. D-36

The original contract called for the cleaning of a ditch from Ransom Road north onto private property.  The owner of the property is reluctant to have the Town perform the work and will have it cleaned by a contractor that he has hired.

The Town Engineer is requesting a deduction from the contract with LDC Construction in the amount of $6,575.00 and an increase of $5,955 for additional work as follows:

Remove two (2) large trees from Gun Creek                                             $1,580.00

Reconstruct approximately 200lf of storm sewer outfall from Morningside Dr.  $4,375.00

A motion was made by Councilwoman Cooke, seconded by Councilman Roesch to approve Change Order No. 1 in a net decrease of the contract in the amount of $620.00 with LDC Construction.

Wastewater Treatment Plant – Influent Channel Grinder Study & Ragging Problem

Elimination Study – Authorize Supervisor to Sign Agreement

The Special Districts Committee has reviewed an agreement with Stearns & Wheler for an influent channel grinder study and a ragging problem elimination study:

       Channel Grinder Study and Selection        $  6,200.00

       Ragging Problem Elimination Study          $16,900.00

       Total                                               $23,100.00

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to accept the recommendation of the Special Districts Committee and authorize the Supervisor to sign an agreement with Stearns & Wheler in the amount of $23,100.00.

Waterford Park – Phase 1 – Public Improvement Permit

A motion was made by Councilman Roesch, seconded by Councilman Crawford to authorize the Town Engineer to issue a Public Improvement Permit to construct the waterline, storm sewer, sanitary sewer and roadway to serve 30 lots for Waterford Park – Phase 1.

Wastewater Treatment Plant Outfall – Cleaning & Inspection

The Wastewater Treatment Plant Outfall requires cleaning and inspection approximately every 4 years.  The Town Engineer obtained quotes from two local companies:

 

BIDCO Marine Group            $11,220.00

Allen Marine Services        $12,400.00

 

After careful review of the quotes, Mr. Whitney recommended the low quote, BIDCO Marine Group be awarded the outfall cleaning & inspection job in the amount of $11,220.00.

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to accept Mr. Whitney’s recommendation and authorize BIDCO Marine Group to perform the outfall cleaning and inspection in the amount of $11,220.00.

The Water Treatment Plant Intake requires cleaning and inspection annually.  The Town Engineer obtained quotes from two local companies:

After careful review of the quotes, Mr. Whitney recommended the low quote, BIDCO Marine Group be awarded the intake cleaning & inspection job in the amount of $11,200.00.
