A regular meeting of the Town Board of Grand Island, New York was held at the Town Hall, 2255 Baseline Rd., Grand Island, NY at 8:00p.m. on the 2nd of June, 2008.

Supervisor Peter McMahon called the meeting to order at 8:00p.m.

Reverend Earle King from St. Martin-in-the-Fields Episcopal Church gave the Invocation. 

Councilwoman Susan Argy led the Pledge of Allegiance.

Set Public Hearing – Block Party – Wallace Drive

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to set a Public Hearing for Monday, June 16, 2008 at 8:00p.m. for the purpose of hearing anyone who wants to comment in favor or in opposition to the closing of Wallace Drive between South Park and Huth Road on July 12, 2008 for the purposes of a block party.

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to appoint Frank Sturniolo as Chairman of the Planning Board to fill the remainder of the term expiring December 31, 2009.

Authorize Supervisor to Sign Contract with Premier Pyrotechnics – 4th of July Fireworks

A motion was made by Councilman Crawford, seconded by Councilwoman Argy to approve acceptance of the donation of $5,000 to the Town of Grand Island from Astellas Pharma for fireworks and to amend the 2008 budget to show the additional revenue and appropriation and to authorize the Supervisor to execute a contract with Premier Pyrotechnics in an amount not to exceed $5,000.

HIGHWAY SUPERINTENDENT – RAYMOND DLUGOKINSKI:

Award Bid – 2008 Electric Scissor Lift

Highway Superintendent Ray Dlugokinski reported that the bids were opened on May 22, 2008 for a 2008 electric scissor lift.  Two bids were received from the following:

 

R B U’Ren                                                  $ 9,850.00

Admar Supply                                                 $11,090.00

 

After careful review of the bids, Mr. Dlugokinski recommended the low bidder, R B U’Ren be awarded the bid in the amount of $9,850.00.

A motion was made by Councilwoman Cooke, seconded by Councilman Roesch to authorize the Highway Superintendent to award the bid for a 2008 electric scissor lift in the amount of $9,850.00 to R B U’Ren.

DEPARTMENT OF ENGINEERING & WATER RESOURCES – JOHN WHITNEY:

Grand Island Memorial Library – Award Pattern Stamped Concrete

Town Engineer John Whitney reported that two quotations were received on May 23, 2008 for the replacement of existing walkway pavers with pattern stamped concrete from the following:

 

Broad Spectrum Concrete                                 $10,270.00

Podlucky Construction                          $11,400.00

 

After careful review of the bids, Mr. Whitney recommended the Town award Broad Spectrum Concrete the job of replacing the existing walkway paver with pattern stamped concrete in the amount of $10,270.00.

The Grand Island Memorial Library has received a 50/50 NYS Construction grant totaling $14,070.00 to cover the expense of the new pattern stamped concrete.  The remaining $3,800 was included to cover some additional concrete repairs which will also be done at this time.

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to accept the recommendation of the Town Engineer and award the bid to Broad Spectrum Concrete.

WWTP Spray Wash & ORF Liner Replacement Project – Change Order #1

Change Order #1 for the WWTP Spray Wash & ORF Liner Replacement Project has been submitted by Nichols Long & Moore for an additional $80,000 of demolition work to be done within the filter building.

The Change Order also includes additional work to be completed by Green Environment in an amount not to exceed $20,000.

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to accept the recommendation of the Town Engineer and approve Change Order #1 in an amount not to exceed $100,000.  The funds are available within the original bonding of the project.

Award Bid – 2008 Dodge Sprinter 2500 High Roof Cargo Van

Town Engineer John Whitney reported that one bid was received on May 28, 2008 for a 2008 Dodge Sprinter 2500 high roof cargo van from the following:

 

West Herr Dodge                         $37,231.00

 

After careful review of the bids, Mr. Whitney recommended the sole bidder West Herr Dodge be awarded the bid in the amount of $37,231.00.

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to accept

the recommendation of the Town Engineer and award the bid to West Herr Dodge for a 2008 Dodge Sprinter 2500 high roof cargo van in the amount of $37,231.00.

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to renew the Special Use Permit for Parkland Enterprises, Inc. at Ransom & Stony Point Roads for a service station and convenience store and to refer to the Code Enforcement Officer for appropriate enforcement and with the understanding that the developer will show significant progress on the property by the expiration of the building permit.
