Residents Reminded Of Public Hearing On Isle-wide Rezoning
Comments to changes in the proposed Isle-wide zoning will be heard by the town board 6:30 p.m. Tuesday,
July 8, 2003 in Town Hall. The board is hoping this is the last public hearing
regarding the zoning that is a direct result of a 1992 Town Comprehensive
Plan, and that the rezoning can be fully approved this summer. Most of the
newest changes are tweaks in residential density and creating pockets of
business along the waterfront.

Town Sets Public Hearing On Isle-wide Rezoning

Mon., June 16, 2003 Town Board Meeting. . .Comments to changes in the proposed Isle-wide zoning will be heard Tuesday,
July 8, 2003 at 6:30 p.m. in Town Hall. The Town Board, Monday, met in an
afternoon workshop to hammer out last minute changes to the map cover.
During the regularly scheduled board meeting that evening, the date and
time was announced. The board is hoping this is the last public hearing
regarding the zoning that is a direct result of a 1992 Town Comprehensive
Plan, and that the rezoning can be fully approved this summer. Most of the
newest changes are tweaks in residential density and creating pockets of
business along the waterfront. A discussion of patio homes resulted in
changing the language regarding those to allow detached and attached.
Relatedly, Supervisor Peter A. McMahon was authorized to sign the 2003 Local Water
Revitalization Plan Implementation Grant application. Requested are funds to transform the old water treatment plan at the South Grand Island Bridge into a fishing pier.
Another public hearing regarding the cleaning and regarding of two sections
of Woods Creek to correct poor drainage in the vicinity is scheduled for
Monday, July 7 at 8 p.m.
A budget amendment was approved to accommodate a purchase made in 2001 by
the Board of Elections for extra channels on the voting machines so all
candidates could be on the correct party line. Despite protests from the
Erie Town Clerks Association, the assessments were made with Grand Island
being billed for $1350.
Special use renewals were approved for a parking lot at Sandy Beach Yacht
Club, 1851 Winter Road; for the keeping of three horses by Florence Prawel
at 993 Whitehaven Road; for a customary home occupation (Mary Ann Fairbairn
- seamstress) at 2136 Fix Road; and for the keeping of two horses by Thomas
Thompson at 2487 Long Road. The board denied a request to waive site plan
requirements to accommodate a preowned automobile lot at 2099 Grand Island
Blvd.
In other business, the board:
Authorized the advertisement of bids for Love Road water and sewer system
improvements that are due by July 2 at 10 a.m.
Waived site plan requirements for the installation of eight parking
places at Fujisawa Healthcare at 3125 Staley Road.
Authorized the supervisor to call for the Erie County Civil Service list
for the Engineer Assistant title since Union AFSCME Local 1783 relinquished
it.
Approved the URS agreement for Red Jacket sewer rehabilitation at a cost
of $37,590.
Approved the Wendel Duchscherer agreement for water treatment plant valve
and filter control rehabilitation at a cost of $36,000.
Authorized for advertisement of bids for the 2003 Highway resurfacing
program that will be due by July 16 at 10 a.m.; and agreed to allow paving
of additional roads if bids come in low.
Approved part-time seasonal hires in the recreation department as
follows: 19 playground attendants, one new swimming instructor, eight
returning for sports clinics, two returning lifeguards and one maintenance
worker.
Approved a job change for Robert D'Orsaneo from recreation attendant to
driver at the Golden Age Center.
Announced that Fujisawa would again be co-sponsoring the fireworks at
Fantasy Island on the 4th of July.

Grand Island Citizens Corps Council Holds First Meeting - June 2003
A Grand Island Citizens Corps Council meeting, called by Supervisor Peter A. McMahon, was held Thursday, June 5, 2003 in the Grand Island Memorial Library. The mission of the Citizen Corps is to harness the power of every individual through education, training, and volunteer service to make communities safer, stronger, and better prepared to respond to the threats of terrorism, crime, public health issues, and disasters of all kinds.
The Citizen Corps will train the citizens of any community to assist themselves and their immediate neighbors during the initial stages of all types of emergency, including developing a household preparedness plan, training classes for emergency preparedness response capabilities, very basic first aid, CPR, fire extinguisher usage and simple search and rescue, patrol and reporting. Other areas and volunteer assistance will be supporting the First Responders and community safety groups.
Citizen Corps programs include Neighborhood Watch programs, Community Emergency Response Team (CERT), Volunteers in Police Service (VIPS), Medical Reserve Corps, and Terrorism Information and Prevention System (Operation TIPS). These programs are not designed nor intended to replace or hinder the current agencies that respond and handle these types of situations. The intent of the Citizen Corps is to compliment the organizations and services during times when they would be overwhelmed with critical duties.
Grand Island, according to Michael Walters, Commissioner, Emergency Services of Erie County, is the first community in Erie County to implement this national program. Federal, state and county agencies are assisting Grand Island to set up the framework of the Island's Citizen Corps.
“Local resources must be able to handle any major incident including natural and man-made disasters for the first 24 – 36 hours. This is the time required for regional, state and federal agencies to mobilize and arrive on location,” Supervisor McMahon stated this week. The need for a local Citizen Corps to assist the local first responders is a must, he said. Training for the Corps coordinators will be at a state and county level and then these individuals will return to the community and provide training for the local needs. Citizens who respond to assist with the Citizen Corps will be the “Grass Roots” Responders for Grand Island. For futher information, call Supervisor McMahon's office at 773-9600, ext.616.

Town Clerk Registers Young Voters At High School

Town Clerk Nancy J. Samrany, with permission of the school district, visited the Grand Island High School cafeteria on May 28, 2003 to register eligible new voters. "I am pleased that 66 students signed up to vote," she reported. "I have been visiting the high school to sign up new voters for many years, and this is the best response ever." Mrs. Samrany says she firmly believes that youth need to get involved in the election process, and is hopeful that Grand Island's newest voters will exercise this right throughout their lives. Anyone in the community who needs to register to vote may call the Town Clerk at 773-9600 extension 622 for information.
Small Business Assistance Center Ribbon Cutting
The Town of Grand Island will formally open the new Small Business Assistance Center with a ribbon cutting at 3:30 p.m. Friday, June 13, 2003. The Center located in the Islechem Building at 2801 Long Road has received financial assistance from NYS Assemblyman Sam Hoyt, Erie County Legislator Chuck Swanick and Islechem LLC.
Members of the Town’s Committee on Economic Development established the Center as a point of contact for all types of assistance to small business. The Center works closely with other economic development and small business assistance organizations including the Grand Island Chamber of Commerce.

Meeting To Review Veterans Park Capital Projects
Town Clerk's Office. . . The Grand Island Town Board has scheduled a meeting for 3:30 p.m. Wednesday, June 11, 2003 to review Capital Projects in General and Veterans Park Capital Projects in specific. The Town Engineer will be providing estimates for the following:

Scout To Hold Flag Retirement Ceremony

Joe Fusco III, an Isle Boy Scout, is planning a flag retirement ceremony
for Flag Day, June 14, 2003 as part of his Eagle Scout project. The Saturday
ceremony will be held at 9 a.m. at the Town Gazebo in the Town Common and
everyone is cordially invited to attend. Worn out flags are being
collected in a barrel in the lobby of Town Hall. The ceremony includes the cutting apart of all the colors and the burning
of the flags.
Saturday's event is sponsored by the Boy Scouts of Grand Island and supported by the Town of Grand Island.
Wendy's/Tim Hortons Project Gets Green Light

May 19, 2003 . . .Just about a half hour after the town board, in workshop, declared a
negative declaration on SEQR for a Wendy's/Tim Hortons complex on the
corner of Grand Island Blvd. and Staley Road, board members gave unanimous
approval for the site plan.
The Mobil gas station, presently on the site, will be demolished following
Mobil's approval of the sale and a 30-day waiting period. With approvals
given by the town board the sale should be finalized immediately. Some
remediation will take place because of contamination under the pumps from a
spill 10 years ago. All contaminated stone and soil will be removed.
Environmental clean up is estimated to take two to three weeks and
construction is estimated at 100 days.
The project will be the first Tim Hortons/Wendy's combination in New York
State. Wendy's became the parent company of Tim Hortons when it purchased
the franchise in 1998. The two restaurants will share a common dining room,
but both will have their own drive-thru windows. Kitchens will be separated
with a fire wall and both will provide rest rooms. The parking lot will
have room for 81 cars and the project will create a total of 68 new jobs.
The DOT approved the driveway onto Grand Island Blvd. and the existing
access onto Grand Island Blvd. will be eliminated. Traffic studies
indicated that the heaviest volume will be between 6:30 and 9 a.m. for Tim
Hortons with Wendy's opening at 10 a.m.
Another new project was granted site plan approval Monday. The Fuccillo
Automotive Group has proposed a 20,000 square foot Hyundai Dealership that
will go next to the Chevy Dealership on Alvin Road. The Hyundai dealership
will add 45 new jobs.
Following a Planning Board recommendation, the town also approved a zoning
request from Stephen Vitello at 124 Industrial Drive to change from M-1 to
B-2. His business, which abuts B-1 zoning, brings in bulk items and
packaging them for vending which fits the B-2 description.
Special use renewals were approved for Larry Braddell and Bev Davey's
bar/restaurant at 2749 Grand Island Blvd., and for Nolan Bruce Allen's
professional office building at 2695 Grand Island Blvd.
In other business, the Town Board:
Approved water treatment plant improvements in the town's water district
following a public hearing at which no one spoke.
Granted site plan re-approval to George Panepinto to mirror his existing
6000 sq. ft. storage structure which is larger than approved in 2001.
Granted map cover re-approval for The Commons Subdivision - Part 2
because 60 days has elapsed and the county will not file the current
approved map cover.
Gave revised map cover approval for Spicer Creek Townhouses, Phase 2,
Parcels G and H.
Authorized a Public Improvement Permit for Robert Weaver's Island Meadows
Subdivision 4 (formerly Patriots Way). The permit would allow for
construction of a pedestrian bridge to Veterans Park and the road servicing
20 lots in the Island Meadows Subdivision.
Granted site plan re-approval for Starline's USA Warehouse expansion on
Alt Blvd. that has been downsized since first approved in April.
Advised that Nicolas Covatto of Laurie Lane has been hired for the summer
by the highway department at a rate of $8.50 per hour.
Appointed Cal Kern of Staley Road to fill the vacancy created by Chris
Learman on the Board of Ethics.
Upgraded Spencer O'Boyle's position in the engineering department to
principal engineer's assistant at grade 9.
Granted authorization to Sue Novits to hire Robin Wright of Fix Road and
Susan Szczublewski of Driftwood Dr. to part time positions for the Summer
Environmental Program funded by the Erie County Youth/Connections Grant.
Authorized the supervisor to sign paperwork regarding revisions to the
Local Waterfront Revitalization Program.
Authorized the supervisor to submit a PO-17 to Erie County for the a new
job title of Water/Wastewater Superintendent.

Town Approves Hangar For Mesmer Airstrip

May 5, 2003 . . .Following a split 3-2 recommendation of the Planning Board, the Town Board
Monday granted approval for Robert Mesmer of 2548 Love Road to construct a
44x49 ft. hangar big enough to house two airplanes. The site plan for the
hangar has gone through several revisions, and approval comes only after
the hangar's proposed location was moved further away from Love Road and Alt
Blvd. The final site plan for the hangar has it positioned 1000 ft. from
Love Road and 400 ft. from Alt Blvd.
Chuck Goris of Alt Blvd. and Kristine Lavango of Love Road, who have
opposed the airstrip and subsequent request for a hangar, urged the town
board to declare a positive declaration on the hangar because it was absent
from the original findings statement. Furthermore, they felt there should
be a Supplemental Environmental Impact Statement because the hangar was
never part of the original site plan nor was it in the original
Environmental Impact Statement.
Councilman Kevin Rustowicz, supporting the opposition, cast the only no
vote citing that a Supplemental Environmental Impact Statement would
determine the hangar's impact on property values. But Councilwoman Mary
Cooke said bigger buildings than this have been approved and there would be
adequate landscaping to shield the hangar. Councilman Dick Crawford added
that stipulations limited the hangar only to the storing of two airplanes
and nothing more.

Gilmore Reappointed to ECEMC

May 5, 2003 . . .The town board, Monday, re-appointed Tom Gilmore of Baseline Road to the
Erie County Environmental Management Council (ECEMC) for an additional
two-year term. Gilmore's current term ends May 31. While representing Grand
Island over the past two years he attended 15 out of 16 meetings. Members
of the ECEMC advise the county executive and county legislature regarding a
variety of environmental concerns and also facilitate networking among
towns and villages providing an interface between local conservation boards
and the Erie County Department of Environment and Planning.
Two public hearings were held on highway and water improvements. Approved
were resurfacing improvements totalling $725,000 and water system
improvements on Love Road estimated to cost $260,000.
In other business, the board:
Approved AT&T for telephone services at the town hall that will reduce
line costs by $8 thereby saving $300 to $400 a month.
Renewed a special use permit for the keeping of up to three horses by
David and Laurie Williams at 2175 Staley Road.
Set a public hearing for 8 p.m. May 18 and referred to the town attorney
proposed 2003 water system improvements including water treatment plant
valve replacements estimated to cost $210,000.
Approved the hiring of Michael D. Kress of Williamsville as a summer
intern/engineering aide through the Cornell Local Roads Program at a salary
of $11 per hour.
Approved a site plan to place approximately 160 cubic yards of soil along
the riverbank behind a new steel retaining wall at 2250 East River Road.
Approved a revised summer hiring list for the Recreation Dept. which
includes four employees for general maintenance and six for Veterans Park
maintenance.
Established Thursday, June 5 as Grievance Day for the purpose of hearing
complaints on property assessments.
Approved seasonal ice cream sales at 1849 Grand Island Blvd. (McMahon's
Family Restaurant).
Referred to the Planning Board a request from the Fuccillo Automotive
Group to build a new Auto Dealership adjacent to the new Fuccillo
Chevrolet.
Adopted a resolution to accept the Draft All-Hazard Mitigation Plan from
the county to meet the federal mandate of November 2004.
Advised Wilson Farms on Love Road to seek a variance for the placement of
a banner on the front of the store.
Acknowledged that the school district budget/trustee vote will take place
June 3 instead of May 20 and that the district will use four voting
machines on that date.
Approved the appointments of Caitlyn Quider and Christina Warner to the
Grand Island Youth Advisory Board with terms expiring Dec. 32, 2004.
Authorized the supervisor to renew its contract with J. O'Connell &
Associates Grants Consultants at $26,000 for the year beginning May 1, 2003
through April 30, 2004.
Announced an Emergency Preparedness workshop Tuesday, June 3 from 8-9:15
a.m. at Chef's Restaurant, Buffalo.
Accepted with regret the resignation of Robert Rittenhouse from the
Conservation Commission and agreed to seek a replacement.
Computer Recycling Drop-off Day Set

May 5, 2003 . . .Erie County will host a computer recycling drop-off day from 9 a.m. to 2 p.m. Saturday, May 17, 2003 at Erie County Community College - North Campus.
Items being collected include CPUs, monitors, keyboards, mice and printers.
Also, televisions, fluorescent tubes, ballasts and phones. Working air
conditioners will also be accepted and residents will be given a $35
voucher towards a new energy efficient air conditioner.

Household Hazardous Waste 24-hour hotline at 858-6800 or the Erie County
Office of Solid Waste at 858-6370.

Citing that Older Americans possess certain knowledge, skill and experience
all which are one of our communities most valuable human resources, the
town board, Monday, presented the Golden Age Club with a proclamation
declaring the month of May as "Older Americans Month." The Golden Age Club
was founded in 1959 and "has continuously provided necessary services,
stimulating opportunities and a friendly environment for the Island's older

April 21, 2003 . . .Supervisor Peter A. McMahon began the Monday, April 21, 2003 town board meeting by reading a proclamation recognizing the town clerks and the fact that it is Town Clerks Week. (see photo above).
The Town Board set Monday, May 5th at 8 p.m. as the date for public hearings on bond resolutions for highway system and water system improvements. The highway improvements are for the resurfacing of Bedell, Ransom, Staley, Enola, Evelyn and Riverdale roads at a cost of $750,000. The water system improvements include the replacement of the Love Road water main etimated at $260,000 and the replacement of valves at the water treatment plant for an estimated $125,000.
During the Public Comment portion of the meeting, residents Chuck Goris and Kristine Lavango spoke in opposition to the approval of a revised site plan by Robert Mesmer of 2548 Love Road. The proposed hanger issue was later tabled by the Town Board. At the conclusion of the meeting, Mary Cooke clarified that due to a difficulty in receiving email, the Board did not have enough time to evaluate new information about the proposed hanger.
Special use renewals were approved for Daniel Robillard of Ransom Road for agriculture use, Leo and Elizabeth Hopkins of Ransom Road for the keeping of five horses/agriculture/nursery and to Randon and Susan Hillock of Fix Road for agriculture use/restrictions.
Approval was given to Starline USA of Alt Boulevard on the site plan for a 33,000 square foot warehouse expansion. Site plan approval was tabled for the Tim Horton's/Wendy's restaurant proposal. The Town Board approved the Planning Board's request for an increase in site plan copies required with the site plan application from six to thirteen. This would give the Planning Board an opportunity to review site plans before each meeting.
In other business, the board:
Approved the revised site plan for boat storage/sales at River Oaks Marina.
Authorized Owner/Engineer Agreement with Stearns and Wheler, LLC to provide design and construction consultation for improvements at the Wastewater Treatment Plant.
Approved bid from Atlantic Paving of Connecticut to paint centerline and edgeline of 23 miles of road.
Approved increase to sewer fund budget for the Town's portion of an energy evaluation at Wastewater Treatment Plant at a cost of $14,375.00
Approved advertising to fill the seven-month position of Maintenance Worker II in Parks and Recreation. Also approved a request for summer hiring in general maintenance and summer programs.
Approved request by David Brody to cut live vegetation in conservation easement area of Majestic Woods subdivision.

The Traffic Safety Advisory Board met Wednesday, April 9, 2003 when the group made the announcement of new school crossing signs.
Board members are alerting Grand Island residents of the new signs that are flourscent green and indicate that you are entering a
school crossing zone. As the weather continues to improve, many children will be riding their bikes to school and for recreational purposes. The Traffic Safety Board encourages residents to obey the 30-mile-an-hour speed zones in these areas, and to be on the lookout for children darting in and out from behind parked cars.
The signs will be erected by the Town Highway and Erie County Highway crews.
POW/MIA Flags To Fly In Town

April 7, 2003 . . . By unanimous resolution Monday, the town board voted to display the POW/MIA
flag at town hall, Veterans Park and DeGlopper Park until further notice.
The resolution also encouraged all Isle businesses and residents to do the
same, deeming it an appropriate display of support for our troops especially
those who are prisoners of war and missing in action.
The board referred to bond counsel 2003 water system improvements that
include the Love Road water main replacement estimated at $260,000 and
water treatment plant valve replacements estimated at $125,000. Also sent
to bond counsel for the preparation of bonding resolutions was the 2003
proposed highway resurfacing program for Bedell, Ransom, Staley, Enola,
Evelyn and Riverdale roads estimated to cost $750,000.
Special use renewals were approved for James and Irene Daigler of Staley
Road for excavation of a 4.27 acre pond, Randon and Sue Hillock of Fix
Road for the excavation of a 2.4 acre pond at 1995 Baseline Road, Sherwood
and Florence Prawel of Fix Road for the keeping of three horses, and James
and Kathleen Lorentz of Staley Road for the keeping of five horses.
Referred to the Planning Board were site plans for a Tim Horton's/Wendy
Restaurant complex at 1685 Grand Island Blvd. and a site plan for expansion
of Starline USA Warehouse on Alt Blvd. A request for waiver to subdivision
regulations from Parkland Enterprises regarding property on Ransom Road
where Woods Creek Child Care is located was also sent to the Planning
Board.
The board announced that David Stamler of Warner Drive has been named
Deputy Highway Superintendent effective March 29, 2003 and that the position was
moved from grade 9 to grade 10. He will replace Robert Fraser who resigned
effective March 28. Also from Highway Superintendent were the appointments
of Normal Mrkall II of Harvey Road and David Carminati of Baseline Road as
working crew chiefs effective March 31.
In other business, the board:
Approved the final map cover for Spicer Creek Townhouses, Phase F.
Appointed Judy Tafelski of Sandy Beach Road as part-time clerk in the
assessor's office.
Authorized retroactive pay from November 18, 2002 to the present for the
senior water plant operator, pursuant to collective bargaining.
Announced that plans were proceeding to install a sidewalk at Bishops
Gate to enable students to walk safely from that residential area onto
school property.
Re-approved the map cover for Island Meadows Subdivision - Part 2 (Old
Carriage House Road).
Authorized the highway and engineering departments to hire a summer
intern from the Cornell Local Roads Program and to share the $5000 cost.
Awarded the ferrous chloride bid for the wastewater treatment plant to
Eaglebrook, Inc. as follows: $.34 per lb. Iron with $250 for e stop charge.
Referred to the town board for review Veterans Park Improvements requests
from the Recreation Department and an update on the Parks and Recreation
Master Plan.
Approved police coverage for the Recreation Department's May 24 Run
co-sponsored by the VFW, American Legion and DAV to benefit Veterans Park
that will begin at 9:30 a.m. in the Park.
Referred to the Traffic Safety Advisory Board information on the "Click
It or Ticket" Campaign in effect from May 19 through June 1 to enforce seat
belt use.
Announced that the civil suit appeal filed by the Seneca Nation against
New York State regarding its claim to Grand Island would be heard no

Town Sets Two Public Hearings - April 2003

The town board has scheduled public hearings on two projects for its next meeting at 8 p.m. Monday, April 24, 2003. Public comment will be heard on the lighting district petition for Ransom Village Subdivision Section 4C and a rezoning application by Steven Vitello to subdivide two lots at 124 Industrial Drive for commercial use and change the zoning from M-1 to B-2.

Town Adopts Local Law On Partial Tax Exemptions

March 17, 2003 . . .Following a public hearing at which no one spoke for or against partial tax
exemptions for senior citizens and the disabled, the town board, Monday,
adopted the law that reduces taxes for the above based on specific income
levels. Those were detailed two weeks ago in a separate article on the
proposed law and can be referenced on this website.
In response to a memo from NYS Comptroller Alan Hevesi, the board voted to
authorize Supervisor Peter McMahon to write a letter encouraging Hevesi to
make any changes which he feels are prudent that may result in lower
contributions by localities to the NYS Retirement System. Dramatic
increases in the estimated 2003 contribution hurt many local budgets. If
changes are available which can increase the plans investment performance
and/or decrease plan expenses without significantly impairing the
stability, the town board is interested in saving the money.
In other business, the board:
Authorized the supervisor to submit a PO-17 to create a second working
crew chief position in the highway department.
Approved a request by the Grand Island School District to borrow four
voting machines for its May 20 trustee and budget vote.
Approved the site plan for an indoor boat display/storage area at
Wheelhouse Marine Service at 3049 Grand Island Boulevard.
Authorized the supervisor to write a letter in support of a establishing
a countywide purchasing cooperative.
Acknowledged a letter of thanks from Janet Landen for donations by town
hall employees that were used to purchase food bars for the troops
deploying from the Niagara Falls Air Base.
Denied an exception to divide property owned by Steven Vitello of Take A
Break Vending Services at 124 Industrial Drive due to the fact it would
create illegal lot sizes.
Approved the transfer of $19,000 for a main air compressor for the oxygen
system at the wastewater plant and $6,000 for liquid oxygen necessary for
running the system.
Approved the upgrading of James Tomkins from laborer to motor equipment
operator in the highway department effective March 31.
Approved the $25,000 sale of surplus property (abandoned right-of-way on
Alt Blvd.) to Starline USA Inc. for an expansion project subject to a
30-day permissive referendum.
Approved waiver of site plan requirements for R.J.Morris & Son General
Contractor for the temporary stockpiling of 7,000 cubic yards of fill at
3036 Alt Blvd.
Approved the use by the Fire Company of the town hall parking lot for
Fire Prevention Day, October 18.
Approved the special use renewal for Sprint Sites USA Communication Tower
at the bike path on Bedell Road for six months on condition Sprint restores
the site.
Town To Pursue Sidewalk Access From Bishops Gate to High School

March 17, 2003 . . .In order to prevent students from New England Village subdivision from
having to walk along a section of Ransom Road that has no sidewalk to
access the high school, Councilman Kevin Rustowicz is proposing that a
fence come down between Bishops Gate and the east side of the east driveway
of the high school and the town install a sidewalk in that location.
With this in place students will have safe access from their homes to
school.
His resolution was referred to the town attorney so an agreement between
the school and town can be negotiated and referred to the town engineer who
will put together a financial plan. Both reports will be due for the April
7, 2003 town board workshop.
Councilman Dick Crawford suggested a meeting be held with members of the
school board to help facilitate the project and it was agreed that
Rustowicz and Crawford would set up the meeting.
Concerns About Mesmer Airstrip, Hangar Continue

March 17, 2003 . . .The town board referred to the town engineer, the zoning officer, the code
enforcement officer and the town attorney a complaint by Charles Goris
regarding Mesmer's private airstrip in which Goris asserts a witness saw an
aircraft make a touch and go operation at the airstrip on March 8, 2003 at 3 p.m.
This action, according to Goris, is a violation of town regulations as the
runway has no approval from the town for use even on an experimental basis
and the thresholds are not marked as required by NY Dept. of
Transportation.
The board also referred to the Planning Board a revised site plan by Mesmer
for the building of a 44x49' hangar at 2548 Love Road. A previous site plan
for this hangar was denied. Goris also responded to this in writing by
stating that Mesmer violated the zoning code and the site plan in the
construction of the airstrip and no further consideration should be given
him regarding a hangar.

Town Board Recognizes Eagle Scout Gregory Charles Voyzey Jr.

March 3, 2003 . . .Eagle Scout Gregory Charles Voyzey Jr. and his family were on hand Monday
to receive a proclamation of congratulations from the Town Board regarding
his accomplishments in becoming an Eagle Scout, the highest and most
prestigious rank in Boy Scouts. Gregory, a member of Boy Scout Troop 630
sponsored by St. Stephen's Church, constructed additional storage shelves
for St. Gerard's Food Pantry as his Eagle Scout project.
The town board approved the following appointments: John Whitney as Town
Engineer Permanent effective February 25, 2003 and Chuck Lawrence as Conservation
Commission Chair for a term to expire December 31, 2004.
A waiver of subdivision regulations was approved for Phyllis Capizzi Road
to split a lot at 1639 Whitehaven Road. The town board also granted site
plan approval for a lot grading plan for Fred and Bonnie Albrecht at 3510
East River Road. Denied was a request to split a parcel of land owned by
Randy Hillock on Baseline Road due to the fact a lot would be created with
less than required frontage.
In other business, the board:
Approved the purchase of a used 2002 Gradall (hydraulic excavator) for
the highway department at a cost of $199,400.
Authorized advertising to bid Ferrous Chloride for phosphorous removal
and sulfide control. Bids would be open March 24.
Referred to the Planning Board a site plan for indoor boat display and
storage area at Wheelhouse Marine Service on Grand Island Blvd. and a
request to subdivide a lot for Take a Break Vending Services at 124
Industrial Drive.
Authorized the supervisor to sign notice of intent in order to obtain
coverage under a state Pollutant Discharge Elimination System for
stormwater discharges.
Accepted bids from Hohl Industrial Services in the amount of $519,400 and
from O'Connell Electric Co. in the amount of $74,900 for modifications to
the wastewater treatment plant.
Announced a joint town board/school board meeting would be held Monday,
June 30, 2003 at 7 p.m.
Adopted a resolution supporting the establishment of a federal fund
dedicated to providing health care benefits and prescription drug coverage
for steelworker retirees and their beneficiaries who lost coverage as a
result of bankruptcy proceedings of Bethlehem Steel.
Adopted a resolution to make the 33 percent share of revenue permanent
that is given to localities as a result of the 911 surcharge on cellular
phones.
Referred to the Cable Committee and the town attorney a memo regarding an
early request to begin negotiations for renewal of the cable television
franchise agreement with Adelphia Cable.
Referred to the Code Enforcement Officer, a request from the state Fire
Prevention and Building Code Council to review the local code for any
provisions which are more restrictive than the newly adopted Uniform Fire
Prevention and Building Code.
Approved special use renewal for the keeping of five horses by Diane
Schooping at 2450 Whitehaven Road and tabled a special use renewal request
by Sprint for a Communication tower at the bikepath off Bedell Road until
restoration in progress is complete.
Referred to Quality Quest and the Conservation Commission an order form
for tree and shrub seedlings available from the Erie County Soil & Water
Conservation District. The order form is also available on the following
website: www.ecswcd.org.
Adopted a resolution in support of legislation to increase compensation
to local governments representing the state with those citizens purchasing
hunting/fishing licenses under the DECALS program.
Authorized the supervisor to sign a contract with the county that would
give Reality Café $1000 to purchase indoor skateboard ramps and another
$1000 for the Grand Island Special Olympics program.
Accepted with regret a letter of resignation from the Ethics Advisory
Board by Christine Learman who is no longer a Grand Island resident.
Approved the dedication of Sandpiper Lane in Ransom Village and accepted
the right of way and easement for Alvin Road (Fuccillo Chevrolet).
Okayed the Bonnywoods Crossing (bridge easement) subject to approval of
the attorneys of the town.
Veterans Park Parking Restrictions Made Law

March 3, 2003 . . .The town board unanimously passed Local Law I Monday prohibiting parking in
areas of Veterans Park. Parking will no longer be permitted on the full
length east side of Veterans Park Drive and the full length of the north
side of Island Park Drive.
Public Hearing On Senior Citizen Tax Exemptions Set

March 3, 2003 . . .The public will be heard at 8 p.m Monday, March 17 regarding Local Law 2
which establishes a partial tax exemption for certain senior citizens and
disabled persons. As proposed partial tax exemptions on property taxes
will be given to disabled persons and those 65 years of age with an annual
income below $29,900.
Proposed income and percentage of assessed valuation exempt from taxation
by Erie county is as follows: Up to $21,500 (50%), $21,501-$22,500 (45%),
$22,501-$23,50 (40%), 23,501-$24,500 (35$), $24,501-$25,400 (30%),
$25,401-$26,300 (25%), $26,300-$27,200 (20%), $27,200-$28,100 (15%),
$28,100-$29,000 (10%), $29,000-29,900 (5%).
Town Supports Schumer's Economic Stimulus Package Plan

March 3, 2003 . . .Within a consent agenda approved by the town board Monday was a letter from
Senator Charles Schumer detailing an act he and Senator Olympia Snowe from
Maine are proposing to help state and local governments improve their
economic outlook. Councilwoman Mary Cooke made a motion for the town board
to sign a letter of support for the Local Aid and Economic Stimulus Act of
2003. This act would provide $40 billion in federal funding to be split in
half between state government and local governments.
This one-time economic stimulus package would help relieve the severe
fiscal crisis that threatens economic recovery. The funding would be
distributed in two pools. Pool #1 would give $20 billion to all states that
qualify with state and local money distributed based on population. Pool
#2 would give $20 billion to states based on level of growth in
unemployment distributed in two tiers. Tier one would divide $5 billion
among states with growth in unemployment between 0.4 to 1.0 percent. Tier
two would divide $15 billion among states with growth in unemployment above
1.0 percent.
Fund priorities would be for homeland security, Medicaid, public health,
highway construction, childcare, elementary, secondary and higher education
and to prevent further property tax increases.
Major Sports Events Slated For Grand Island

March 3, 2003 . . .Grand Island will host the Grand Island Half Marathon April 12, 2003 and the Loop
for Lupus on June 14. The Half Marathon is run by the Greater Buffalo Track
Club and the town, Monday, agreed to support the event.
The Loop for Lupus conducted by the Lupus Alliance of WNY got support from
the Grand Island Police Department Monday for its third bicycle event. The
10-mile bike ride will take place in Beaver Island State Park with
approximately 150 participants and riders expected. Activities include a
family bike ride, breakfast snacks and lunch.
In workshop action, the town board approved Little League's construction of
a batting cage for Veterans Park that will be turned over to the town upon
completion.
Town Of Grand Island To Hire Assessment Clerk
The Town Of Grand Island is accepting applications for Assessment Clerk, a full time competitive Civil Service position, responsible for complex clerical work in the Assessor's office. Duties include preparing and maintaining assessment records, and working with the public. Minimum qualifications are a high school diploma or equivalent plus three (3) years business experience, one of which involved the assessment or sale of real property, title searching or clerical work involving assessment records. Starting salary is $13.46 per hour. Applications are available in the Supervisor's office at Town Hall.

Heightened Alerts Cause Supervisor's Preparedness Statement
February 12, 2003 . . .The following has been prepared by Supervisor Peter A. McMahon.
Homeland Security Update, Town of Grand Island
The recent changes in the Terrorism Alert Level, announced last weekend by the Federal Government and the State of New York, have resulted in some questions and an increase in concern for many Island residents.
As of this time, there are no specific threats involving either Grand Island or the Western New York region. The heightened alerts are a result of increasing tensions in the Middle East and an increase in activity by persons or organizations associated with the general threat of terrorism in the United States. While some of the available information indicates an increased potential threat in other areas of the country, none of the information points to Western New York.
Grand Island's town officials regularly receive homeland security updates, briefings and alerts. Procedures are in place, at all levels of government, to insure that the public is notified and that increased security measures are instituted whenever either is deemed appropriate.
The absence of a specific threat does not mean that we can relax our vigilance or that individuals do not need to make prudent preparations and take reasonable precautions. The increased potential means that everyone should be both alert and prepared.
First and foremost, we encourage everyone to remain vigilant and to report all unusual or suspicious activity to local law enforcement aagencies. While suspicious or unusual activity is actually occurring, residents should dial 911. This is the quickest way to notify appropriate authorities. If the event or activity is not currently occurring, residents can call 1-866-safe-nys. This toll-free number is in a state-wide operations center with direct links to Federal, State and local law enforcement.
Each family should also have an emergency plan. As a part of that plan, it is important that you decide, in advance, how family members will keep in touch and where they will meet in the event that something occurs while the family is separated. A home emergency kit is also recommended. The kit does not need to be much different than one which you might already have in preparation for snowstorms. The only addition is that some plastic sheeting and duct tape may be useful for some types of events. Additional information on a home emergency kit may be found on the Town of Grand Island website, www.grand-island.ny.us

Parkland Project Okayed With Gas Pumps

February 3, 2003 . . .Concerned citizens opposed to the proposed Woods Creek Center convenience
store and gas station project at the corner of Ransom Road and Stony Point
reiterated their arguments for the town board to select a "no gas"
alternative Monday, but it was all for naught. The town board voted 4-1 to
adopt the site plan with gas pumps, based on the facts that the site plan is
consistent with the Comprehensive Master Plan, the zoning code and all
applicable town laws.
Voicing concerns over traffic congestion and safety, noise and light
pollution, were residents Kim Tetreault, Gretchen Williams, Tony D'Orazio
and Frank Burkhart. Very upset over the decision, Tetreault took the
microphone at the end of the meeting to announce her disappointment and to
resign her post on the Youth Advisory Board. She said she could not serve
the town in the face of this decision. Several residents, who felt they
were duped by the board, walked out during Councilman Dick Crawford's
explanation of why the board voted in favor of the project.
Parkland Enterprises' attorney Marla Brown said prior to the vote that the
applicant had paid commercial taxes on the property since 1971 and tried to
develop it for 30 years. Parkland had accepted all mitigations and agreed
to put in sidewalks, berms, special lights to prevent light spills, guide
rails, plus more expensive architectural considerations to make the store
more attractive. She further said that the project met every aspect of the
zoning code and Master Plan.
Voting against the project was Councilman Kevin Rustowicz who declared the
"public trust had been betrayed." He cited public safety as the paramount
issue and said the board could easily have mitigated out the gas pumps and
had not considered residents' interests.
The crux of the conflict focused on traffic issues tied to gas pumps, but
according to the EIS and several traffic studies (an independent study and
a county analysis), "increases in trips from the presence of fuel pumps
would not be a significant increase in total traffic at peak hours, nor
represent a threat to public safety."
Another question bothering the Concerned Citizens Group is just what
convenience store will be built. Attorney Brown said she didn't know but
added that Tops' contract with Parkland Enterprises had not been
terminated. That brings up the problem of whether there is conflict of
interest with the town's attorneys who serve both Tops and the Town of
Grand Island. Tetreault said that if a Tops store such as Wilson Farms or
Sugar Creek becomes part of the project, the concerned citizens who have
opposed the project from its inception would consider a lawsuit against the
town.
Another Revised Site Plan For Hangar Sent To Planners

February 3, 2003 . . .Residents Chuck Goris and Kristine Lavango voiced their objection to
another site plan being brought forward by James Mesmer to construct a
44x49 ft. hangar at 2548 Love Road where an airstrip has been approved.
Having been turned down the first time for a hangar, this plan moves the
proposed building from the corner of Love and Alt to a location along
Mesmer's west property line approximately 1000 feet south of Love Road.
Lavango wondered out loud how many site plans Mesmer would bring to the
town and said that no commercial size building should be permitted on the
property because it doesn't belong in the neighborhood. The board referred
this latest site plan to the Planning Board for review and recommendation,
after which a SEQR meeting will be held.
Relating to the Mesmer property, the town board referred a letter to Town
Clerk Nancy Samrany requesting that Michael Judd be named an "interested
party" in any SEQR action regarding the Mesmer site.
Also sent to the planners Monday was a request by Phyllis Capizzi to
subdivide property at 1639 Whitehaven Road into two lots and a request by
Randon Hillock of Fix Road to subdivide vacant land into two lots on the
east side of Baseline Road.
In other business, the board:
Authorized the supervisor to submit paperwork for the following civil
service positions: part-time temporary and seasonal deputy highway
superintendent, four part-time temporary and seasonal motor equipment
operators for the highway department, a part-time temporary and seasonal
laborer in the highway department, a part-time temporary town engineer, and
a part-time temporary water superintendent.
Increased the number of members on the Traffic Safety Advisory Board from
nine to 10 and appointed Paul Leuchner to a three year term ending December
31, 2005.
Named John Simon of Super Gas, Bev Kinney of Carol Ann Fashions and John
Bonora of Advance Capital to the supervisor's Committee on Economic
Development.
Amended the 2003 Highway budget by transfering $85,000 from fund balance
into the heavy equipment line to replace aging trucks, plows, wood chipper,
etc.
Authorized the hiring of a full-time assessment clerk.
Waived the need for a revised site plan of a former restaurant at 1970
Grand Island Blvd. to be modified as an office building.
Announced the hiring of James Tomkins of West River Road as a laborer in
the highway department effective February 18.
Approved the payment of 2003 dues to the Western New York Association of
Youth Boards for the Grand Island Youth Advisory Board in the amount of
$50.
Appointed Terry Marie Wall of Forest Creek Ct. as part-time Outreach
Worker effective February 4.
Approved replacing refrigerator shelves at the Golden Age Center at a
cost of $816.
Referred to the Zoning Officer a letter of concern from Joseph Oblamski
regarding Total Filtration Solutions, Inc. at 71 Parkview Dr.

Town Accepts FEIS on Ransom Rd. Store Project

January 21, 2003 . . .In action taken Tuesday, the Town Board unanimously approved the final
environmental impact statement (FEIS) by Parkland Enterprises for a
convenience store at the corner of Ransom and Stony Point. Originally
planned to be a Tops owned Wilson Farms, the store name now remains a
mystery because Tops has pulled out of the project according to Supervisor
Peter McMahon.
Residents in the area have been opposed to the project from the beginning
citing traffic and safety concerns especially due to the proximity of the
Grand Island Middle School/High School complex. A gas station component was
at the heart of the opposition, but now there is a strong possibility that
the gas component will not materialize, making residents breathe easier.
Sidewalks as part of the site plan are also welcome by the Concerned
Citizens group that has done its homework and consulted with lawyers over
the project.
In accepting the FEIS, the town will take 10 to 30 days to issue its
findings.
Mesmer Denied Hangar For Airstrip

Following the recommendation of the Planning Board, the Town Board Tuesday, January 21, 2003
denied a request by Robert Mesmer of 2548 Love Road for a revised site plan
to construct a 44x49 ft. hangar. Mesmer wanted the hangar to house two
airplanes, but the hangar was never part of the original site plan and not
part of the original environmental impact statement.
The Planning Board in its report denying the accessory building felt the
revised site plan was incomplete in that it did not show paving and
landscaping. Furthermore, the board decided what was presented did not meet
with the character of the neighborhood.
Chuck Goris of Alt Blvd. and Kristine Lavango of Love Road, who have
opposed the airstrip and subsequent request for a hangar, spoke out against
the revised site plan.
Site plan approval was granted to Town Hall Terrace for construction of a
maintenance building at 2255 Center Terrace.
A public hearing on a proposed local law to restrict parking at Veterans
Park brought no comment and the Local Law was referred back to the Town
Board for further consideration. As written, parking would be banned along
Veterans Park Drive and Island Drive to alleviate traffic congestion and
for safety reasons.
Special use renewals were granted to Sprint Sites USA for communication
towers at 318 Baseline Road and 3078 Staley Road.
It was announced that Friday Open Gym, overseen by the Recreation
Department, would be cancelled due to youth problems. Those problems were
referred to the Youth Advisory Board for consideration.
In personnel matters, the Town Board:
Announced that Dave Amato was promoted from motor equipment operator to
mechanic in the Highway Department and Gary Lazik was hired as a motor
equipment operator.
Announced that Maureen Carlin was hired as a part-time clerk-typist in
the Enrichment and Referral Center.
Approved the hiring of Kelly Green as a full time recreation attendant
effective March 3.
Accepted the resignation of Mark Fenz as an outreach worker part-time in
the GIFTS program effective February 6.
Approved the transfer of Justin Bridenbaker from Recreation to Water
Department as a laborer and approved the hiring of James Federspiel as a
laborer in the Wastewater Department during a special meeting of the Town
Board held January 9. And approved a budget adjustment to accommodate a
part-time clerk in the Town Clerk's office.
In other business, the board:
Re-appointed Ilona Lang to a five year term on the Architectural Review
Board.
Accepted with regret the resignation of Darlene Sprague from the Youth
Advisory Board.
Authorized the supervisor to sign the conservation easement for Majestic
Woods Subdivision after review by the town attorney.

2002/2003 Town/County Tax Bills Mailed
Town Clerk Nancy Samrany announced that the 2003 Town/County Tax Bills have been mailed. If you have changed banks, have paid off your mortgage or do not have an escrow account and did not receive a tax bill, please contact the Town Clerk’s office at 773-9600 ext. 622 or 620. The office will be open Saturday, February 15, 9:00 AM - 1:00 PM. Checks should be made payable to Town Clerk. The last day to pay without penalty is February 18. Envelopes must show a legible postmark of February 18 to be accepted on time. Taxpayers should call the office for correct amounts for payments made February 19 and later. Personal checks are not accepted after June 15 and payments can be made until June 30, 2003. After this date, payments must be sent to the County.

Proposed Peace Bridge Overview Acknowledges Organized Residents
A Buffalo News article in the January 9, 2003 edition summarizes the proposed Peace Bridge workshops and acknowleges that fifty-three percent of the 722 participants attending the fourth public workshop in a series scheduled by the Peace Bridge Authority's binational review were from Grand Island. The workshop gave the opportunity to vote for five of 30 alternatives they preferred to be retained for more study during the next phase of the environmental review. Crawford To Continue As Deputy Supervisor

January 6, 2003 . . .During the town's reorganization meeting Monday, Supervisor Peter McMahon
renamed Councilman Dick Crawford as deputy supervisor for the year 2003 and
designated the following council persons as liaisons to committees:
Crawford (Economic Development, Traffic Safety Advisory Board and Library
Trustees), Mary Cooke (Environmental Conservation and Human Rights
Commission), Kevin Rustowicz (Community Enrichment, Cable TV and Youth
Board), Daniel Robillard (Planning Board and Parks & Recreation).
McMahon also made the following committee appointments.
Serving on the
Special Districts Committee are McMahon as chair, Mary Cooke, Town Engineer
John Whitney and Water/Wastewater Superintendent Wayne Clinton.
Audit Committee consists of Mary Cooke as chair and Kevin Rustowicz.
Sidewalk & Bikepath Committee has McMahon as chair, John Whitney, the chair
of the Traffic Safety Advisory Board (TBA), Cooke, Rustowicz, Highway
Superintendent Ray Dlugokinski, Planning Board Chair Gary Roesch and
Recreation Director Linda Tufillaro.
Economic Committee: Jerry Doane, chair; Gary Astridge, Ted Bates, Andrew
Beyer, John Bruno, Hank Carroll, Roy Gerard, Michael Heftka, Jack Hugill,
Chris Learman, Duffy Macguire, Jim Rogan, Randy Osvath, John White.

Phillips and Martin Return To Town Payroll as Part-timers

January 6, 2003 . . .Retired Town Engineer John Phillips and retired Water Superintendent John
Martin were hired as part time employees in their areas of expertise
effective January 1, 2003. Phillips will be earning $39.19 per hour and
Martin will earn $32.15 per hour.
In other personnel matters, Arlene Ehde was hired as secretary to the
Planning Board at $14.98 per hour and Recreation Attendant Justin
Bridenbaker will become a laborer in the Highway Department at an hourly
rate of $17.74.
Supervising Accountant Pam Whitney was changed from CSEA grade step C to
non-union grade 10 step A for an approximate $4000 increase in salary, and
the Secretary to the Supervisor Diane Nesbitt was changed from non-union
grade 7 step E to non-union grade 8 step A for an approximate increase in
salary of $4000.
A request from Town Clerk Nancy Samrany to increase her budget by $2880 for
2003 to allow for part-time employee at the rate of $10 per hour was tabled
until the town board could further meet with Samrany for clarification.
Other 2003 appointments were as follows:
Peter McMahon as liaison to the police department and as police
commissioner.
Douglas Learman as code enforcement officer and Kevin Koch as fire
inspector after a motion to make them provisional appointments was
suggested and withdrawn.
Dennis Badame to the Board of Ethics for a five year term.
Thomas Burke and Thomas Gilmore to the Commission for Conservation of the
Environment for a five year term.
Kim Tetreault to the Youth Advisory Board for a two year term
Thomas Butler, Danielle Gworek, Harry Carter and Carmen Pena-Denk to the
Community Enrichment Council for a one-year term.
Lawrence Kieffer, Gary Tollner and William Vampotic to the Traffic Safety
Advisory Board for a three year term.
Frank Greco to the Planning Board for a seven year term.
Michael Dowd to the Parks & Recreation Advisory Board for a five year
term.
Agnes Becker as a Library Trustee for a five year term.
Terry Franckowiak to the Human Rights Commission for a five-year term.
Robert Keitz to the Zoning Board for a five-year term.
Peter McKee as chair of the Zoning Board for a two-year term.
Joan Bodkin to the Board of Architectural Review for a five year term.

Town Adopts Pesticide Policy

January 6, 2003 . . .In accepting recommendations from the Recreation Department and
Environmental Conservation Commission, the town board, Monday, adopted a
pesticide policy for the town which includes a committee consisting of the
town supervisor, a member of the Environmental Conservation Commission, a
town employee who holds a certified pesticide applicator license, the
Safety Committee chair and the town attorney.
The Town Pesticide Committee will review lists submitted by departments of
all pesticides used. Any pesticide that is not on the approved list
provided shall require approval by the Pesticide Committee before any
application of the pesticide. Use of Toxic Category I and II pesticides
shall be limited to the approval of the Pesticide Committee. Toxic I
pesticides may be used only when such use is necessary to protect public
health and safety.
