Swearing In Of Town Officials - January 1, 2004

   Town officials elected November 4, 2003 will be officially sworn in by Town Justice Randall D. White at noon, January 1, 2004 in Charlotte Sidway School.
   To be installed are Supervisor Peter A. McMahon, Councilmembers Richard W. Crawford and Gary G. Roesch, Town Clerk Patricia Frentzel and Town Justice Sybil E. Kennedy.
   The community is invited and refreshments will be served following the ceremony.




Learman Calls For More Staffing In Building Department 2003

   Mon., December 15, 2003 . . . Code Enforcement Officer Doug Learman addressed the Town Board Monday by reading a lengthy letter about staffing shortages in his office. He said his appeals for more staffing had fallen on deaf ears and felt the shortage was critical. Even with the addition of part-time Building Inspector Kevin Koch who was appointed at Monday's meeting, Learman said staffing has been reduced by 25 percent while demands of the job have increased.
   Learman cited new code requirements and increased building on the Island as sound reasons for requesting another full time code enforcement officer to keep up with regular fire inspections on multiple dwelling units and commercial sites and to do required inspections on new builds. Building on Grand Island has gone from 60 new builds in 2001 to 129 this year. To do the job right and insure safety standards are being met requires additional staff.
   In other staff related matters, the Town Board appointed Judy Tafelski of Sandy Beach Road as permanent assessment clerk at Grade 5 effective immediately and approved advertising for a part time Zoning Clerk in the Zoning Department and a full time Recreation Attendant for the Recreation Department. It was announced that David Stamler will be Deputy Highway Superintendent effective January 1.
   Elected to the Board of Plumbing Examiners for two-year terms are Eric Ackerman, Mike Higgins and Gerry Soto. George Newman was the high vote getter for election to the Electrical Examining Board.
   No one spoke during a public hearing to raise dog license fees to $5. The Town Board then acted to adopt Local Law #4 that will amend the law to raise the fees. Other rates set were the 2004 water rates at $2.65 per thousand gallons and sewer rates at $4.20 per thousand gallons of water used.
   Recommended for approval from the Planning Board were Phase 4 Preliminary Plat for Grand Park Vue Subdivision, Phase 3A & 3B Preliminary Plat for Stony Point Subdivision (Island Meadows) and an exception to subdivision regulations to divide property at East River Road by the Niagara Development Group. The Town Board approved all three and re-approved the map cover for Fairway Greens at River Oaks Phase II (cluster 9). Referred to the Planning Board were requests for a final plat approval for Park Place Subdivision Phase IV (18 lots) and for conditional approval of Oakwood Estates at River Oaks.
   Acting upon a letter from Charles Goris regarding the town's overcharging for copies of documents requested under the Freedom of Information Act, the town board agreed to immediately reduce the fees to 25 cents per copy and refund anyone who has been overcharged.
   In other business, the board:
• Authorized the Supervisor to sign the "Stop DWI" contract
• Awarded a bid for the 2003 Drainage Improvement Program in the amount of $18,892 to low bidder, L.D.C. Construction Co.
• Waived site plan requirements for change of use at 2457 Grand Island Boulevard because there is no significant impact (conversion of office building into laundromat).
• Accepted for review a revised Master Plan for Veterans Park.
• Amended the budget to account for the receipt of Erie County grants in the amount of $2000 - $1000 for Special Olympics and $1000 for Reality Café's skateboard ramps.
• Approved the buy back of four vacation days for Sandra Hingston who was unable to use them in November.
• Accepted the resignation of Gary Roesch from the Planning Board in order for him to assume councilman duties in January.




Re-zoning Issues Addressed In Workshop - 2003

   The Town Board met Tuesday, December 16, 2003 to go over several re-zoning issues in anticipation of an Islandwide rezoning in 2004. Among items discussed and agreed upon were to allow patio homes in R-2 zoning classifications, to disallow commercial vehicles weighing more than 10,000 pounds in residential areas and to leave as B-1 (but in a reduced size) the southwest corner of East River and Whitehaven roads. Other sensitive rezoning issues such as the Webb Road area will be discussed at a workshop set for 7 p.m. Tuesday, January 6, 2004.




Holiday Closings and Cancellations - 2003

   Grand Island Town Hall will be closed December 24 and 25 and will close at noon December 30 and remain closed on New Year's Day. The Erie County Department of Motor Vehicles Mobil Unit, which usually sets up every Wednesday between the hours of 10 a.m. and 3 p.m., will not be on the Island December 24 or December 31. It will resume its Grand Island hours on January 7.

Town Board Hears Recreation Center Plans - 2003

   Mon., December 1, 2003 . . . At a workshop prior to the Town Board meeting Monday, Recreation Director Linda Tufillaro presented updated architectural renderings for a proposed recreation center in Veterans Park. Designed by Cannon, the center would be rectangular in shape, rather than square as originally thought, to better accommodate expansion needs.
   The plans show 38,000 sq. ft. of space that would include an entry area with lobby and lounge, offices, storage, etc. A climbing wall leads to two open areas separated by bleachers that could be used for either side (one being an artificial turf area and the other being a multi-purpose room with a 1/10 of a mile three-lane track. Drop curtains separating areas would permit up to three different groups using the multi-purpose room at the same time including such sports as volleyball and basketball. Also included are men's and women's locker rooms. A bank of windows would permit natural lighting of the playing areas.
   Proposed at a cost of $99 per sq. ft., the center would be built from three Butler pre-fab metal buildings. Two additions to the plans were discussed by Tufillaro who explained that the soccer community would like an additional 50 ft. of turf area to suit their needs. Also discussed was added space for a fitness center that could be outfitted with equipment at a later date.
   The Town Board will meet with the Parks and Recreation Advisory Board January 26, 2003 in order to discuss design and costs in detail before bringing it to the public at a future town board meeting.




Town Sets Public Hearing On Dog License Fees - 2003

   Mon., December 1, 2003 . . . If the town gets its way, dog license fees will increase from $2.50 to $5. A public hearing to air the raise will be held Monday, December 15, 2003 at 8 p.m. The increase is warranted, explained the board, due to the fact most other town's dog license fees are above the $5 proposed fee.
   Hearing no comment, the board authorized the signing of the Grand Island Fire Company contract for 2004. Other business in an unusually short meeting included changes in non-union and elected officials employee health benefits. Newly elected officials and new appointees will pay 20 percent of their health care benefits while the town pays 80 percent which is the same for union employees. After 15 years of service, sick days not used can be banked to use in a Cobra health plan to extend health coverage (five years of family coverage and 10 years of single coverage). Lifetime health benefits are no longer available.
   Bible Presbyterian Church's Family Life Center on Love Road may no longer be available as a polling place for the town based on a letter from Pastor Kevin Backus who cited issues of public domain, taxation of churches and unsupervised young people in the building as problems to be resolved. The Town Board will review the letter to see if there is any solution that can be reached.
   In other business, the board:
• Approved a special use renewal for the keeping of five horses by Jennifer Shanor at 2855 Staley Road.
• Authorized a Public Permit Improvement for Town Hall Terrace waterline extension.
• Referred to the Planning Board a request for preliminary plat approval for Phase I (26 lots) for Stony Point Subdivision (formerly Brookhollow).
• Revised change order No. 2 for completion of Love Road waterline and sewer replacement from June 30, 2004 to June 1, 2004.
• Awarded a bid for sludge hauling to Ball Toilets and Septic Services at a cost of .02849 cents per gallon.
• Announced that ceremonies in remembrance of Pearl Harbor will be held noon Sunday, December 7 at the Charles N. DeGlopper VFW Post #9249, 2121 Grand Island Blvd.

Town Adopts 2004 Budget, Taxes Increase By 4% - 2003

   Mon., November 17, 2003 . . . Despite the fact that the town board decided not to pass three percent salary increases for themselves, the 2004 Grand Island budget, approved Monday, will increase taxes by approximately four percent over last year based on the combined general and highway figures. Supervsior Peter McMahon blames the hike on increases in pension contributions to the state. In 2002 Grand Island's payment was $50,000, in 2003 it jumped to $300,000 and next year it is estimated to be $550,000. Loss in revenues from low interest rates and 9/11 losses contribute to state increases.
   The General Fund budget amount is $5,028,643 with $1,602,252 to be raised by taxation. The tax rate is per thousand of assessed value is $2.67.3. The Highway budget showed an increase of .8 percent with a total of $2,562.948. Of that, $1,525.115 will be raised by taxes for a rate of $2.54 per thousand.
   The Sewer Fund budget is $2,562,948 with $446,960 raised by taxation. This sets the rate at $5.05.8. The Water District fund is $2,489,941 with $709,436 raised by taxes, setting the rate at $6.28.
   Rates vary throughout the 40 Lighting Districts based on frontage feet but the total budget is $168,624 with $164,824 raised by taxes.
   Refuse & Garbage Budget is $743,960 with $741,456 raised by taxes. The average dwelling unit will pay an annual fee of $114.
   The Town will pay $714,835 for fire protection with $708,630 raised by taxes. This includes the Service Awards Budget for firemen at an annual cost of $24,000. The rate per thousand of assessed value is $1.09 l/2.
   The Debt Service Fund Budget is $1,433,257 and these monies come from other funds raised by taxes.




Town Approves Alvin Rd. Rezoning For Auto Dealership - 2003

   In workshop prior to the Town Board meeting Monday, November 17, 2003, the board gave negative declarations on SEQR to clear the way for rezoning from R-1 to B-2 on Alvin Road for additional auto dealerships by Fuccillo Chevrolet. Involved are one four-acre parcel and an 88-acre parcel to accommodate Toyota and Hyundai and possibly Mitsubishi dealerships. Notes from the Town Board will go to the Planning Board regarding road weight limits and extension of water lines for site planning.
   Other SEQR projects addressed by the Town Board in workshop concerned the 2003 Drainage Program and the Veterans Park Enhancement Project. Bids on the drainage improvement program will be advertised on November 21 with bids to be open December 10. Proposed for cleaning are Woods Creek from Bedell Road to the Niagara Mohawk Power right-of-way and Woods Creek from the confluence of the creek south of Garden Parkway easterly to Stony Point Road. The board also authorized Heritage Preservation & Interpretation Inc. to complete Phase 1 a/b cultural resource investigation that is a prerequisite for grants used to complete the Veterans Park Improvement Project. The project consists of two softball diamonds, parking and landscaping.
   A public hearing to establish Lighting District #40 (Island Meadows - Phase II) was held. Following no comment the district was adopted with an annual cost of $1876 of which the average homeowner in the district will pay $19.76 per year. A public hearing on the Fire Company contract is set for Monday, December 1 at 8 p.m. Accepted was a low bid by Lane Fire & Safety for an annual fire extinguisher inspection and maintenance. It will cost the town $1.75 for annually inspecting each unit.
   Several change orders were addressed regarding the waterline & sewer replacements and wastewater treatment plant improvements. Approved was additional work on Love Road that includes the installation of approximately 166 linear feet of 8-inch line from 1451 Love Road to East River at a cost of $2,289.54 that is within the original bonding limit. Tabled was a request to extend the time of completion of the Love Road waterline and sewer replacement until June 30, 2004. The restoration and landscaping was to have been completed by October 15. The Town Board voiced concerns in workshop that this would be a hardship on homeowners affected by the delay.
   The Supervisor was authorized, subject to the approval of the town attorney, to sign the agreement with Stearns & Wheler outlining the scope of the services to be done in the administration and construction phase of the clarifier rehabilitation and digester mixing system for the Wastewater Treatment Plant. An extension to June 30, 2004 for completion of the plant improvements was also approved.
   Bids were awarded to Davis Mechanical at a cost of $56,700 and to Frey Electric at a cost of $107,575 for Water Treatment Plant filter controls.
In other business, the Town Board:
• Approved a Special Use Renewal for a construction by John Lexo at 2527 Bedell Road.
• Authorized the supervisor to sign a contract with Wendel Duschscherer for a Geographic Information System Election District Map at a cost of $1800.
• Referred to the Planning Board a request for Preliminary Plat approval for Grand Park Vue Subdivision - Phase 4.
• Waived a revised site plan for a renovated building at 1970 Grand Island Blvd. owned by Robert Schneider.
• Approved rezoning from M-1 and R-1B to B-2 to allow for a golf driving range, pro shop and snack bar at Love Road by Raj Chopra.
• Approved an exception to subdivision regulations to split out a 100x300 ft. lot from a 20-acre parcel at 1678 Bedell Road.
• Approved a request from the Recreation Dept. to hire an instructor and an attendant for the Youth Winter Programs.
• Authorized the supervisor to sign the state aid voucher for 2002 funding in the amount of $6,277 for Youth Recreation.
• Authorized the town attorney to send a letter to Sprint asking for a date of completion for landscaping at the bike path on Bedell Road.




Roesch Wins Council Race By 13 Votes

   Mon., Nov. 17, 2003 . . .The Board of Elections has just announced the winner of the Grand Island Town Council race as Gary G. Roesch. Roesch, indorsed by the Republican party, garnered a total of 3007 votes, 13 more than incumbent, Kevin Rustowicz, a Democrat, who received 2994. A total of 3388 votes were cast for incumbent Councilman Dick Crawford. Total vote for former councilman Michael Heftka, endorsed by the Democratic Party, is 2309.
   The Committee to Elect Gary Roesch will hold a celebration party for him at the Niagara Sailing Club 7:30 p.m. Saturday, November 22, 2003 (cash bar and snacks).




Last Day For School Tax Payments - 2003

   Town Clerk Nancy Samrany reminds taxpayers that December 1, 2003 is the last day school tax payments may be made to the Town Clerk’s office. If you have changed banks, have paid off your mortgage or do not have an escrow account and did not receive a tax bill, please contact the Town Clerk’s office at 773-9600 ext. 620. Checks should be made payable to Town Clerk. Taxpayers should call the office for correct balance due. Personal checks are not accepted after November 15, 2003 and payments may be made until December 1, 2003. After this date, payments must be sent to the County.

   The following are unofficial town election figures as of Thursday morning, November 6, 2003 and include 158 absentee ballots received on or before Election Day. There are an additional 25 unopened ballots at the Board of Elections. These will be opened on November 14. There are as many as 16 ballots out that could come in according to Supervisor Peter A. McMahon.
   Unofficially, Rustowicz is trailing Roesch by one vote in the town council race.
• Supervisor - Democratic incumbent Peter A. McMahon (3958) unopposed
• Town Justice - Sybil Kennedy (5499) (indorsed by all parties)
• Town Clerk - Winner Republican candidate Patricia Frentzel (3254) over Robin Swedish (D) (2765)

Town Board Report - Nov. 2003

   Town board members, at their Monday, November 3, 2003 meeting in the town hall granted requests for Special Use Renewals to Robert Luthringer, 2723 Staley Road for the keeping of one (1) horse on four acres; to Shirley Schultz, 2661 Fix Road, five (5) horses and tractor on 15.5 Acres; and Michael and Judith Schneider, 1952 Harvey Road, three (3) Horses on 6.02 acres.
   A Public Hearing will be set for Lighting District # 40 Island Meadows Phase 2.
   Temporary Certificates of Occupancy were granted for Blue Water Marina, 340 East River and for Tim Horton’s/Wendy’s 1685 Grand Island Blvd.
   The board approved Recreation Director Linda Tufillaro's request to hire for Winter Youth and Adult Programs. Also approved was a Golden Age Center request to hire part time help.
   Spencer O'Boyle, Principal Engineering's Assistant, was granted a request for 24-month Leave of Absence due to the fact that he on active duty at the National Guard Bureau.
   The request by Highway Superintendent Ray Dlugokinski for the abandonment of a part of Westwood Dr. at Fourth Street (both paper roads) was referred to the planning board for review and recommendation.
   Granson Geis' request for Exception to Subdivision Regulations for Frank Grebenc to subdivide a lot on East River Road was referred to the planning board for review and recommendation.
   The town board will meet on Monday, November 17, 2003 at 8 p.m.

Public Hearing Set For 2004 Town Budget - October 2003

   The Grand Island Town Board has scheduled a Public Hearing on the proposed 2004 Town Budget. The Hearing will be held in Town Hall on Thursday, November 6, 2003 at 7:00 P.M. Anyone interested in commenting on the Budget will be heard during the Public Hearing.
   The proposed Budget has a tax rate for the Town’s General Fund of $2.68 per $1,000 of Assessed Value. That is an increase of 2.4 cents per $l,000 or less than a 1% increase over this year’s rate.
   The proposed Highway Fund tax rate is $2.54 per $l,000 compared to this year's rate of $2.34.
   Water and Sewer tax rates are based on property value only. The proposed Water tax rate is $6.28 per $l,000 of Assessed Land Value. That’s a 65 cent per $l,000 increase over this year. The Sewer tax rate drops to $4.40 per $l,000 of Land Value, down 31 cents per $l,000 from the current rate of $4.71 per $l,000.

Town Enters Recycling Contest - October 2003

   The Town Board approved a recommendation by members of the Conservation Commission that it enter Grand Island’s Recycling program in a countywide competition. At stake are the bragging rights to ownership of Erie County’s “Best Overall Recycling Program,” the “Highest Recycling Rate” and “the Best Brochure” awards.
   According to Town Supervisor Peter McMahon, the Town’s application highlights a total of 255.71 tons of material recycled during August and September 2003. "In addition, we submitted a copy of our brochure which is regularly distributed Townwide," the Supervisor said. The brochure is produced by the Town and BFI as a joint project.
   "Overall, we have an outstanding program, which includes mandatory recycling, voluntary Brush & Branch recycling, Beach Sweep and Street Sweep, litter cleanup programs and two of the most successful Adopt-A-Highway programs in the region," the Supervisor added.

Town Board Meeting Report - October 2003

   October 20, 2003 . . .Three public hearings preceded the town board meeting with no comment for or against, following a hearing regarding the Federal Community Development Block Grant Funds, nor for the second hearing for Scott Fox of Camillus, NY for a request for rezoning vacant land on Alvin Road for an auto dealership (R-1 to B2). The rezoning request was referred to the Planning Board.
   Arnold Soeder, Lewis and Lewis PC, on behalf of Shawn Rowlands of Adams, NY spoke in favor of Public Hearing #3 - Rowlands' request for rezoning of 89 acres of vacant land on Alvin Road from R-1 to B2 for an auto dealership adjacent to Fuccillo Chevrolet. Also speaking in favor of the Rowlands rezoning request was Joseph Marino, owner of the property, and Island resident Michael McDonough. No one spoke in opposition and this was also referred to the Planning Board.
   The board approved a motion for Supervisor Peter McMahon to advertise in the October 24, 2003 edition of the Island-wide Island Dispatch for applicants for appointment to the 2004 advisory Boards.
   Four special use renewals were granted: one to Lee and Jolie Celano at 2341 Falls Link for the keeping up to three (3) equine animals; another for Paul Ianni at 828 East River Road for the keeping of three (3) riding horses; for David Wunsch of 3072 Stony Point for the keeping of two horses; and for Susan Fadel of 2773 Love Road for the keeping of (3) equine animals.
In Other Business the Board:
   • Accepted the Planning Board's recommendation to abandon a paper street (First Avenue) off of West River Road as requested by Costello & Frentzel Attorneys for Dr. David Johnson.
   • Accepted the recommendation of the Planning Board for final plat approval of Oakwood Estates Subdivision Phase 2A, subject to approval by the Erie County Health Department.
   • Approved the site plan for American Pharmaceutical Partners Inc. (proposed building and parking lot expansion) on recommendation by the Planning Board.
   • Voted to have Supervisor McMahon sign a Financial Advisory Services Agreement as requested by Town Engineer John Whitney.
   • Voted to advertise in the October 24, 2003 Island Dispatch for bids for Water Treatment Plant Filter Control Upgrades.

  • Town Clerk - Conservative endorsement - Winner Democrat Robin Swedish (53) running against the Conservative party endorsed candidate Pattie Frentzel (52). Twenty-four ballots were either blank, void or scattering.
  • Councilman - Independence endorsement - Winners Democrat Kevin Rustowicz (49) and Republican Richard Crawford (40), running against Independence party endorsed candidates Mike Heftka (40). Seventy-five ballots were either blank, void or scattering.

    Rustowicz & Swedish Win Lines With Write-in Votes - Oct. 2003

       Councilman Kevin Rustowicz and Town Clerk Candidate Robin Swedish made Primary Election history by stealing lines away from endorsed candidates, the result of an overwhelming write-in campaign. Although Town Clerk Nancy Samrany did not have an official vote count for the Tuesday, September 9, 2003 primary, she said the Board of Elections had declared Rustowicz a winner on the Independence line. Rustowicz, who is endorsed by the Democrats, is on the Working Family line and has a Grand Island First Party emblem by his name, has apparently unseated endorsed candidate and former councilman Michael Heftka, also an endorsed Democratic candidate.
       Incumbent Councilman Dick Crawford is endorsed on the Republican and Conservative lines and thinks he was able to keep the Independence line despite a tie with Heftka. A decision on the election is in the process of being determined by the Party Chairman. Gary Roesch is endorsed on the Republican and Conservative lines.
       In another interesting primary development, Erie County Legislator Charles Swanick, the endorsed Republican candidate, was defeated by Kevin Hardwick who had been the Republican endorsed candidate in the last election when he lost to then Democrat Swanick.
       Democrat Robin Swedish, waging her own write-in campaign for town clerk, unseated Pattie Frentzel on the Conservative line. Swedish's name also appears on the Democratic and Working Family lines and she has an emblem by her name for the Grand Island First Party. Frentzel has the Republican and Independence lines.
       Town Clerk Nancy Samrany urges voters to go to the polls November 4 because the Primary Election is proof positive that every vote counts.




    Community Block Grant Public Hearing Re-set - 2003

       Oct. 6, 2003 . . .Due to the fact the Island Dispatch failed to run a public notice, the public hearing to consider Community Block grant proposals has been rescheduled for Monday, October 20, 2003 at 8 p.m. Projects to be considered must benefit low and moderate-income persons. Public hearings will also take place at that time to consider the rezoning of Alvin Road from R-1 to B-2 for auto dealerships.
       Starting off Monday's meeting, Deputy Supervisor Dick Crawford presented a proclamation citing October 9 as National Lights on After School Day. Robert Goris, an explorer scout, presented 10 bat houses for Veterans Park as part of his Eagle Scout project. Recreation Director Linda Tufillaro was on hand for the presentation.
       The Town Board approved the hiring of a UB student to create a database that will help the town with economic development efforts. When completed the database will include GIS Layers for the town graphic and cartographic illustrations and hotlinks to existing economic development web sites, available online or in CD form. Estimated cost for the project is $1,350.
       Supervisor Peter McMahon was authorized to sign a Memorandum of Understanding with CSEA to include the Director of Water and Waste Water at Grade 11, Assistant Civil Engineer at Grade 9 and Engineer Assistant at Grade 5 positions in the CSEA unit.
       Change orders were approved for additional wastewater improvements and highway resurfacing projects. At the Wastewater Treatment Plant, installation of new conduit and electrical lines to feed the new Return Activated Sludge Pumps and installation for additional conduit and cables from the Baseline Master Lift Station to the new Emergency Generator Building will result in a net increase of $4,036. These monies are available in the original bonded amount. Added to the highway resurfacing program were a portion of Baseline Road (from Ferry to East Oakfield), Ferry (from Baseline to East Oakfield), Meadow Lane, and Fareway & Country Club Lane at a net increase of $180,000.
       In other business, the Town Board:
  • Appointed Cornelius J. O'Donnell to the Board of Assessment Review for a five-year term expiring September 30, 2008.
  • Announced the hiring of Mark Dlugokinski of Fourth St. as a laborer with the Highway Department effective September 22, 2003.
  • Approved a special use renewal for the keeping of riding animals on 12.5 acres by Dean and Ronald Duguay of 2858 Staley Road.
  • Approved, subject to approval of the town attorney, a Public Improvement Permit to construct pavement and curbs in The Commons Subdivision -Phase II.
  • Referred to the Planning Board a proposed 20,300 sq. ft. Packaging Building expansion and a 45,000 sq. ft. parking lot expansion at American Pharmaceutical Partners, Inc at 3159 Staley Road.
  • Referred to the Planning Board final plat for Oakwood Estates Subdivision (Phase 2 - 8 lots).
  • Authorized the Grand Island Police Department's participation in Operation Safe Stop October 16 that will kick off at 6:30 a.m. at the Sidway Bus Garage.
  • Reapproved map covers for Spicer Creek Townhouses, parcels J and N.
  • Authorized the supervisor to submit an entry in the Erie County Recycling Contest.
  • Suspended the rules to grant a variance for a house to be built on an irregular shaped lot located at 2836 Long Road.
  • Announced a Fall Clean Up in Town Commons Saturday, October 11 beginning at 9 a.m. (refreshments will be served).
  • Referred to the Traffic Safety Advisory Board and town attorney, a request from John Stickl for the installation of stop signs at key intersections in the Spicer Creek Townhouse complex.
  • Authorized the supervisor to negotiate an agreement with the county to perform assessment services through shared services (appraisal, assessment and exemption services).
  • Announced that a rechargeable battery recycling program will be implemented in the town with drop off boxes at the Golden Age Center and Town Hall.
  • Authorized the supervisor to sign an agreement with New York State Department of Transportation for a bike path improvement project that includes enhancing and extending the Linear Park bike path and creating new bike paths through Buckhorn State Park to the area of the proposed Town Park.




    Supervisor's 2004 Town Budget Submitted - Oct. 2003

       Oct. 6, 2003 . . .Supervisor Peter McMahon, though absent from the Town Board meeting Monday, had prepared his proposed budget plan for 2004. It was referred back to the Town board for review and consideration that will take place in several scheduled budget hearings: Saturday, October 11 from 7:30-9 a.m. and Tuesday, October 14 from 7-9 p.m. If more time is needed, the board will meet for a third time Tuesday, October 21 from 7-9 p.m.
       McMahon's proposed tax rate for the General Fund is $2.75 per $1,000 of assessed valuation, up from $2.66 in the current budget for an increase of 3.5 percent. Expenditures are up $146,000, reflecting contractual and non-contractual pay raises of three percent. Increases in contractual retirement contributions, 178.3 percent over the current year and 1,063.5 percent over 2002, have impacted as well. Health care costs have increased 15 percent over last year.
       The Water Fund budget, as proposed, has a tax rate of $6.25, up from $5.63 last year. Water rents are $2.65 per 1,000 gallons. Increases in the mandatory NYS retirement contribution and healthcare costs are the significant factors affecting this fund.
       Though the Wastewater Fund budget includes a decrease in the tax rate ($4.40, down from $4.71), there is an increase in sewer rents ($4.20 per 1,000 gallons, up from $3.70). Total fund expenditures are up approximately $76,000.
       The recommended Highway Budget has a tax rate of $2.54, up from $2.34.
       Retirement and healthcare increases are contributing factors in the tax increases of all budgets.
       In related budget items to be considered for 2004, the town board will consider a fee increase for animal redemption as proposed by Animal Control Officer Greg Butcher. If approved, fees would increase from $18 to $25 for first time offenders, $30 to $50 for the second time and $40 to $75 for third time offenders.
       Also referred back to the Town Board for consideration is the 2004 Fire Company contract for the Town of Grand Island in the amount of $690,750, an increase of 2.5 percent over the current year. The town's appropriation in support of the Service Awards Program would be an additional expense.

    Budget Hearings Set, Stop Signs To Be Added In Town - Sept. 2003

       Sept 15, 2003 . . .In a workshop that preceded the Town Board meeting Monday, the board set three meetings to consider next year's budget: Saturday, October 11 at 7:30 a.m.; Tuesday, October 14 from 7-9 p.m.; and, if needed, Tuesday, October 21 from 7-9 p.m. Discussed will be the supervisor's proposed 2004 budget along with budget requests from department heads.
       There was no comment during a public hearing on the installation of stop signs in several locations throughout the town. The Town Board adopted Local Law #3 amending the town code for stop signs that will add a three way at Jamestown Road and Sherman, one at Sawmill and Independence Lane, an all way stop at Amy Drive and Sawmill Run, one at each end of Jamestown Road and Old Carriage House Road, and a stop sign plus a street sign at Harvey and Park Place.
       Referred to the Planning Board after a public hearing at which no one spoke was a request by Raj Chopra for the rezoning of 22 acres of vacant land at 1815 Love Road. The land is currently zoned R1-B and M-1 and would be changed to B-2 to accommodate a golf driving range, pro shop and snack bar. The board approved blocking traffic on Amy Drive for a party September 20 from 3 p.m. until dusk after a third public hearing at which no one spoke.
       A public hearing will take place October 6 at 8 p.m. for the purpose of nominating projects for the Community Development Block Grants. Projects to be considered must benefit low and moderate-income persons. Supervisor Peter McMahon was authorized to sign Public Benefit applications and contracts to fund Special Olympics ($1000), skateboard equipment for Reality Café ($1000), a senior citizens transport van ($8000), improvements at River Lea ($3000).
       Preliminary approval was granted for Phase 2A and Phase 3 of Oakwood Estates at River Oaks. A revised plan changes the layout of the subdivision due to the Corps of Engineers' decision to classify the land as an isolated wetland that can be developed.
       Referred to bond counsel were proposed 2004 wastewater improvements that include a digester mixing system replacement, clarifier replacement and pump station 7 replacement at a cost of $1,240,000. Relatedly, the supervisor was authorized to apply to NYS Environmental Facilities Corp. for a low interest loan through the Clean Water State Revolving Loan Fund to fund the projects. Change orders were approved in the amount of $4,230 for wastewater treatment plant improvements that include the installation of two additional 8-inch gate valves on the return activated sludge lines and the installation of additional concrete, rebar and form work in the grit chamber.
       Special use renewals were approved for the following: the keeping of a horse by John Ventry on two acres at 3440 Stony Point Road and the keeping of three horses by Joseph Higgins on 4.35 acres at 900 Ransom Road.
    In other business, the board:
  • Authorized the renewal of a three-year HVAC Maintenance Service Agreement for the GI Library and Parks Building with MJ Mechanical at a cost of $1960 per year; and authorized the renewal of a one-year preventive maintenance agreement with MJ Mechanical for HVAC equipment at the Nike Base at a cost of $1920.
  • Re-approved a map cover for Fairway Green of River Oaks, phase 2, showing the detailed parcel dimensions of Cluster 11.
  • Approved two temporary Certificate of Occupancies for Gibco/Invitrogen's 72,000 ft. warehouse addition and for 1005 & 1011 Town Hall Terrace South.
  • Approved final site plan for Island Marine at 1080 East River Road allowing for the elimination of a fence but adding five more Scotch pine trees for screening.
  • Authorized advertising for a driver and kitchen help at the Golden Age Center.
  • Appointed Dan Stinson as part time outreach worker effective Sept. 16 at $11.07 per hour.
  • Referred to the Zoning Officer and town attorney for review, a complaint by Kevin Rung of Dolphin Drive regarding commercial use vehicles parking in residential areas.
  • Announced that Supervisor McMahon would arrange a meeting between the town engineer and John and Linda Gennamore of Towerwood regarding a drainage pipe problem.
  • Referred to the Planning Board a request from Barbara and David Johnson of West River Parkway for the town to abandon a paper street known as First Ave.
  • Suspended the rules to amend the site plan at Wendy's/Tim Horton's located at the corner of Staley Road and the Blvd. that approves the elimination of the sidewalk requirement on the Grand Island Boulevard side since that will be a bike path.

    Primary Election Results Not Official/Not Available - 2003

       Town Clerk Nancy J. Samrany told the Grand Island E-News today (Wednesday, September 10, 2003) that yesterday's primary election results will not be official until a recanvas is made by the Board of Elections. The outcome will depend on how many of the write-in votes the Board of Elections accepts and how many will be deemed unacceptable. "This was one of the most successful write-in campaigns in my memory and I've been voting on Grand Island for over 40 years. I give the candidates a lot of credit for getting the voters to write-in their votes," Mrs. Samrany said. The Town Clerk, who is completing her 12th year in office, will not seek re-election in November. For candidates and party lines, click

       Editor's Note: Members of the Board of Elections did, in fact, recanvas the voting machines at the Highway Department on Thursday morning, September 11, 2003 and official results of the primary election are expected to be made available on Friday, September 19, 2003.





    2003/2004 School Tax Bills Mailed

    Town Clerk Nancy J. Samrany announced that the 2003/2004 School Tax Bills have been mailed. If you have changed banks, have paid off your mortgage or do not have an escrow account and did not receive a tax bill, please contact the Town Clerk’s office at 773-9600 ext. 620. The office will be open Saturday, October 11, 9:00 AM - 1:00 PM. Checks should be made payable to Town Clerk. The last day to pay without penalty is October 15. Envelopes must show a legible postmark of October 15 to be accepted on time. Taxpayers should call the office for correct amounts for payments made October 16 and later. Personal checks are not accepted after November 15 and payments can be made until December 1, 2003. After this date, payments must be sent to the County.

       Independence and Conservative party voters will go to the polls on Tuesday, September 9 to decide who will represent their parties in the November 2003 election. Town council candidates on the Independence line are Richard Crawford and Mike Heftka while Gary Roesch and Dick Crawford are on the Conservative line. Voters will also be able to write-in council candidates on both of those lines due to the fact that endorsed Democratic council candidate Kevin Rustowicz has filed an opportunity to ballot. By securing enough signatures, he is hoping to gain enough write in votes to unseat one of the endorsed candidates.
       Rustowicz and Heftka are the Democratic endorsed council candidates and Crawford and Roesch are the Republican endorsed council candidates.
       Democratic endorsed Town Clerk Candidate Robin Swedish has also filed an opportunity to ballot on the Independence and Conservative lines against Patricia Frentzel. Mrs. Frentzel is the endorsed Independence, Conservative and Republican candidate for town clerk.
       Another interesting primary race pits Kevin Hardwick against incumbent Charles Swanick on the Republican line for county legislator. Republican Hardwick ran against then Democrat Swanick in the last county legislator election but failed to get the Republican nod after Swanick switched parties.
       Grand Island voters who are registered to vote in the Primary Elections will cast their votes at their regular polling places between the hours of 6 a.m. and 9 p.m. on Tuesday, September 9, 2003.

    Town Board Schedules Three Public Hearings - Sept. 2003

       Sept 2, 2003 . . .A public hearing on the installation of stop signs in several locations throughout the town, originally scheduled for an earlier date, will take place at 8 p.m. Monday, September 15, 2003. Stop sign locations being considered include a three way at Jamestown Road and Sherman, Sawmill and Independence Lane, an all way stop at Amy Drive and Sawmill Run, one at each end of Jamestown Road and Old Carriage House Road, and a stop sign plus a street sign at Harvey and Park Place.
       A second public hearing, also set for September 15 at 8 p.m., concerns a rezoning request by Raj Chopra for 22 acres of vacant land at 1815 Love Road. The land is currently zoned R1-B and M-1 and would be changed to B-2 to accommodate a golf driving range, pro shop and snack bar. The third public hearing set for September 15 will consider a request from the residents of Amy Drive, Sawmill Run and Independence Lane to block traffic on Amy Drive for a block party on Saturday, September 20 from 3 p.m. until dusk.
       Rescinded was a request from Highway Superintendent Ray Dlugokinski to advertise Phase II of the 2003 resurfacing program for bids. Due to favorable unit prices received and some under runs of quantities, the resurfacing of East River Road from Bush Road to Ferry Road and from Ferry to Cox Road, along with Ferry to east of Beaver Island can be accommodated in the funds available in the Highway Bond and Highway budget. The work will be completed by Amherst Paving Inc., the current contractor on the resurfacing project.
       In personnel matters, the board appointed Maria C. Burns as Marriage Officer for the Town of Grand Island. She will be able to perform marriage ceremonies when the town justices are unable to do so. The board received with regret the resignation of Kelly Greene as recreation attendant effective August 25, and appointed Rochelle Smith of East River Road to the Conservation Commission to complete a term that ends December 31, 2003.
       Special use renewals were approved for the following: the keeping of two horses by Cathleen Shaw at 3054 Stony Point; a nursery and day care center by Donald and Andrea Magro at 2880 Grand Island Blvd.; the keeping of two horses by Kathleen Doldan at 1505 Huth Road; and a garden center operated by Gene and Christine Ryshkus at 2120 Alvin Rd. Tabled was a special use renewal for Sprint Communications Tower at the town bike path off Bedell Road pending Sprint's completion of landscaping and restoring the grounds in the area.
       Supervisor Peter McMahon was authorized to sign a request for a traffic study by the Erie County Traffic and Safety Group in regard to the need for a three-color signal at the intersection of Baseline and Staley roads.
       In other business, the board:
  • Approved a resolution supporting Erie County Clerk David Swarts' campaign to remove all tolls on the NYS Thruway in the Buffalo Metropolitan area, including the Grand Island bridges. The resolution also requests the Thruway Authority and Buffalo-Niagara Regional Transportation Council to release the study begun in 1999 examining the impacts of removing the tolls.
  • Granted approval to Fuccillo Chevrolet for the display of two oversized inflatable characters and for balloons on dealership inventory during sales events with permission expiring December 31, 2004. Fuccillo can reapply for special permission on an annual basis thereafter.
       In announcements made by the board regarding Isle happenings, Councilwoman Mary Cooke reminds residents that the Charles N. DeGlopper VFW Post will host its 2nd annual 9/11 candlelight memorial service Thursday, September 11 at 8:30 p.m. All are invited to participate. Councilman Dick Crawford mentioned that Project Alert was in progress, with Mike Heftka coordinating, and residents should pay attention to stopped school buses. Lastly, Supervisor McMahon announced that the county would be closing Stony Point Road north of Ransom beginning Monday, September 8. The road is estimated to remain closed for three weeks.




    Adelphia Channel Changes Announced For Isle

       Sept 2, 2003 . . .Grand Island Adelpia Cable customers will experience the following channel relocations on or after September 20: Cspan moving to Channel 9 from Basic to Broadcast; Cspan II moving to Channel 19 from Basic to Broadcast; Adelphia's preview channel and leased access will share Channel 10; Turner Classic Movies moving to Channel 56; Oxygen moving to Channel 68; the Weather Channel moving to Channel 49; and Lifetime moving to Channel 29.
       Coverage will be discontinued on the digital Encore West Coast feeds and Familyland. The Health network will move from Basic to Digital Basic on Channel 123.
       These changes, according to an Adelphia communique, are the result of some exciting new enhancements being made to the digital offerings by Adelphia before the end of the year.




    Electronic Recycling Drop-off Day Set

       Sept 2, 2003 . . . The County of Erie has scheduled a Computer Recycling Drop-off Day to be held Saturday, September 27, 2003 from 9 a.m.-2 p.m. at Praxair's South Lot, Woodward Ave., Tonawanda. Residents will be able to turn in their old computers including CPU's, monitors, keyboards, mice and printers. Also being collected are televisions, fluorescent bulbs, ballasts, cell phones, and appliances such as air conditioners, refrigerators and stoves.

    Outreach Worker - Part Time

       The Town of Grand Island is seeking qualified applicants for the part time position of outreach worker. Duties include client contact, performing intake and referral, case management, parenting programs, planning community events and youth center responsibilities. Looking for a candidate who is dependable, motivated, self-starting and responsible with a Bachelor’s degree in Social Work, Psychology or Human Services with one-year experience. A two-year degree with two to five years experience may be substituted for the Bachelor’s degree. Starting pay is $11.40 per hour working up to ten hours weekly. Some evening work is required.     Public Hearing On Stop Sign Installation Postponed

       Monday, August 18, 2003 . . .A public hearing originally scheduled for Monday (Aug. 18, 2003) regarding the installation of stop signs in several locations in the town was postponed till a later date. Referred to the town attorney was another request for a new stop sign and street sign at Harvey and Park Place that will be added to the list for the public hearing yet to be rescheduled. Stop sign locations being considered include a three way at Jamestown Road and Sherman, Sawmill and Independence Lane, an all way stop at Amy Drive and Sawmill Run, and one at each end of Jamestown Road and Old Carriage House Road.
       The town board authorized the supervisor to sign a letter of intent for the town to participate as a member of the coalition organized as the Grand Island Citizen Corps Council. The supervisor was also authorized to sign a letter of intent to participate in the matching grant from NYSEC with the Western New York Regional Stormwater Coalition which is applying for a $350,000 grant to assist with implementation of the EPA Phase II stormwater requirements. The town will be responsible for providing matching funds that will be minimal and can be accomplished through in-kind services.
       Approved was a request from Highway Superintendent Ray Dlugokinski to advertise Phase II of the 2003 resurfacing program for bids on Friday, August 22, 2003 with bids to be open Wednesday, September 3 at 10 a.m. The resurfacing project includes East River Road from Bush Road to Ferry Road and from Ferry to Cox Road. Also Ferry to east of Beaver Island Parkway. Left over funds from this year's resurfacing budget will pay for the additional roads.
       In personnel matters, the board tabled appointing an engineering assistant and received with regret the resignation of Kim Auger as outreach worker position at the Enrichment and Referral Center effective August 27. The board also tabled making an appointment to the Commission for Conservation of the Environment.
       Referred to the town board for review and follow up was a report filed by Kasey Morgan, a SUNY at Buffalo Civil Engineering student and summer intern, on read surface management system conducted by Cornell Local Roads Program. The Town of Grand Island Engineering Department personnel assisted Morgan in the preparation of the report that will assist town highway and engineering departments in selecting future maintenance programs for town roads.
       A waiver from a site plan to add a temporary 60x60 ft. truck turnaround at 1821 Grand Island Blvd. was approved. That property owned by Paul Gerspach is adjacent to Richard Gerspach's property at 1865 Grand Island Blvd. An easement between the two properties is in the process of being filed. Also approved was a special use renewal for the keeping of one or more riding animals by Robert Wakefield at 2413 Staley Road.
       Bill O'Connor reminded town board attendees that the Great Lakes Beach Sweep would take place September 20 with participants meeting at 3449 West River at 9:30 a.m.
       The next meeting of the town board will be held Tuesday, September 2, 2003 rather than Monday, September 1 due to the Labor Day holiday.




    Town Seeks Outreach Worker

       Qualified applicants are being sought for the part time position of Outreach Worker at the Town's Enrichment and Referral Center. Duties include client contact, performing intake and referral, case management, parenting programs, planning community events, and more. A four-year degree in social work, psychology or human services or two years experience and a two-year degree is required. Some evening work is expected. Starting pay is $11.07. Letters of interest, including qualifications and experience, should be sent to Town Supervisor Peter McMahon, 2255 Baseline Road, Grand Island, NY 14072 by September 15.




    Free Rabies Clinics Offered

       Erie County is offering four free rabies clinics for dog and cat owners who wish to get their pet vaccinated at no cost. Upcoming clinics will be held from 2-4 p.m. Tuesday, August 26, 2003 at the SPCA in the Town of Tonawanda; from 5-7 p.m. September 2 in the Brant Fire Company; from 5-7 p.m. September 9 in the parking lot of the Buffalo Zoo and from 2-4 p.m. September 16 at the Cheektowaga highway garage.
       Pet owners are asked to have their pets in carriers or on leashes and to bring their pet's vaccination record.




    Town Responds To Power Outage

       Shortly after 4 p.m. on Thursday (Aug. 14 2003), a widespread power outage occurred which affected a significant portion of Grand Island. The loss of electrical service included the northern and eastern sections of the Town. Cable television service was interrupted in some areas even though electricity remained on. Initially, there was no information available to local officials about the cause or length of the outage.
       Within minutes of the outage, Town employees began to implement emergency plans to insure continuation of vital services. Water and Wastewater Department managers and employees were called in to monitor these systems and to begin efforts to operate on emergency power for what might be an extended period of time. The Town Engineer was involved in the assessment of the situation and the planning for contingencies. Highway Department personnel assisted with traffic control devices while additional Town Police officers were called in as a precaution. Local elected officials, including members of the Town Board and the Highway Superintendent were involved in the Town’s response. Many Town Department heads participated in overall effort.
       The Town of Grand Island’s water treatment plant is equipped with emergency power generators. This allows the plant to continue purifying drinking water indefinitely. The Niagara County Water System, which is the Town’s alternate source of supply, does not have emergency generators. Their plants were effected by the outage and were shut down. The resulting water shortage shut down the Town’s pipeline under the Niagara River resulting in concerns about water for drinking and fire protection. It was quickly determined that with more than 2 million gallons of water in our storage tanks, and the capacity to treat an additional 2.2 million gallons of water every day, the Town could continue to meet the normal daily demands.
       Thirteen of the twenty wastewater lift stations in the Town were left without power. Arrangements were quickly made for three portable generators which would be used to keep the system operating. Without emergency generators, we might have experienced backups in the system which could have flooded basements.
       Traffic signals were not operating at several key intersections. Highway Department personnel installed temporary stop signs in an effort to assist motorists and prevent accidents. At the same time, arrangements were made to fuel all Town owned vehicles in case the blackout turned into a long term event.
       Police protection on Grand Island was increased as a precautionary measure. Two additional Grand Island Police officers were called in to work. Arrangements were underway to continue the extra protection overnight if it was necessary. Other than causing numerous false alarms, there were no significant incidents related to the outage.
       Throughout the late afternoon and evening, members of the Grand Island Fire Company were on standby. Additional public safety dispatchers were brought in to handle the increase in 911 calls related to the power outage.
       During the course of the evening, Town officials worked closely with the newly operational Erie County Emergency Operations Center. Status reports were exchanged on a regular basis. Erie County Executive Joel Giambra and other key members of County government were in the E.O.C. helping the local officials deal effectively with the emergency.
       Power was restored shortly after 9:30 p.m. to most of Grand Island. Town government operations returned to normal shortly thereafter.
       It’s important to recognize the efforts of all of the Town employees who were involved in Thursday’s power outage. “I am extremely pleased with the response of all our Town employees during this event. At least one key employee came in to work from his vacation. Almost two dozen employees and elected officials responded immediately to our alert,” said Town Supervisor Peter McMahon. “What would have been a crisis in some communities was just an unusual event that was very well handled.”
       “We have been working on increased emergency power capacity for our wastewater system. I believe that this event justifies those efforts,” the Supervisor said. "Ultimately, we expect to have this capacity at all of the key lift stations. One item, on our long list of capital projects involves renovation of a portion of the 1st floor in Town Hall. When it’s completed, this renovation will resolve a number of important issues, including the addition of the capacity to use some existing space as a command post during emergencies,” he added. “We will install extra phone lines and computer jacks in the conference room to enable us to use it during emergencies. The installation of an emergency generator will complete these preparations,” Supervisor McMahon said.

       U.S. Rep. Louise M. Slaughter (D-NY28) met with town officials at 11 a.m. Friday, August 8, 2003 to announce the $250,000 that she has secured to expand the Island's wastewater system beneath Grand Island Blvd. Congresswoman Slaughter toured the area which will benefit from the sewer expansion.
       "As a direct result of efforts by Congresswoman Slaughter, we will be able to proceed with a project that has both environmental and economic benefits for the Town of Grand Island," Supervisor Peter A.     Congresswoman Louise Slaughter To Visit Island

       Congresswoman Louise Slaughter will meet with Town officials at 11 a.m. Friday, August 8. 2003 to discuss the $250,000 ear marked for Grand Island in the House of Representatives HUD Authorization Bill. During the visit the Congresswoman will tour the area which will benefit from the sewer expansion and answer questions from the media.

       Acknowledging that Grand Island is the birthplace and final resting place of Congressional Medal of Honor awardee Pfc. Charles N. DeGlopper for his heroic actions as a member of Company "C" First Battalion, 325th Glider Infantry Regiment, 82nd Airborne Division at LaFiere, France in 1944, the Town Board Monday proclaimed August 16, 2003 as National Airborne Day on Grand Island.
       The 82nd Airborne Division was the first division organized out of the success of a Parachute Test Platoon and has continued in active service since its creation. On hand to receive the proclamation was Joe Synakowski and Joseph Stefaniak of the 82nd Airborne Association. Stefaniak, who recently moved to Grand Island, was in the vicinity of LaFiere in 1944 when DeGlopper helped save his infantry by diverting attention away from them and taking fire which resulted in his death.
       The board announced that a portion of Long Road from Grand Island Blvd. to West River Road is closed effective July 31 until completion for a culvert replacement. Work is to be performed by Armand Cerrone Inc. and detours will be posted.
       In other business Monday, the board:
  • Approved the installation of a stop sign at the southwest corner of Old Carriage and Jamestown roads.
  • Approved the auction sales of two highway department vehicles: 1986 Ford L 8000 Cab & Chassis and a 1988 highway material spreader.
  • Granted special use renewal for a barn and horses by Zygmunt & Anna Bieniulis at 3380 Staley Road.
  • Granted permission for the High School Women's Tennis Team to hold a car wash in the Town Hall driveway and parking lot August 30.
  • Referred to the Personnel Committee a request for additional building department staffing.
  • Sent back to Ed Anderson a rezoning request to change 4120 East River from R1-A-to B-2 pending adoption of Islandwide rezoning that according to Supervisor Peter McMahon may not occur until late this year.
  • Acknowledged receipt of $618.46 in donations for Reality Café over the past seven months.
  • Approved Public Improvement Permits for Park Place Subdivision.




    Federal Money To Fund Sewer Expansion Along Grand Island Blvd.

       U.S. Rep. Louise Slaughter announced today $525,000 for local projects in the Buffalo area including $250,000 for expanding Grand Island's sewer system along Grand Island Boulevard. Much needed for some time is a sewer system to serve the first one and three quarter miles of the Boulevard that is largely undeveloped due to the fact it presently only has septic systems of indeterminate condition.
       By extending the sewer system, the hope is to make Grand Island Boulevard more attractive as a potential business sector. The funding was secured in the fiscal year 04-HUD Appropriations bill just passed by the House Appropriations Committee yesteday.




    Household Hazardous Waste Drop Off Day Set

       Erie County has announced a hazardous waste drop off day will be held from 9 a.m.-2 p.m. Saturday, September 6, 2003 at Honeywell, 20 Peabody Street in Buffalo (enter from Elk Street).
       Items that may be brought to the site for free include pesticides and fertilizers (limit 2 gal. or 20 lbs.), oil based paints (10 gal.), paint thinners and solvents (limit 2 gal.), batteries - lead acid car and rechargeable, oil, antifreeze and gasoline (limit 10 gal.), automobile tires (no rims - limit of 8), mercury (thermometers, thermostats, elemental), propane tanks and cylinders. No commercial or industrial waste will be accepted.

    Wendy's/Tim Hortons Project To Get Underway

       July 31, 2003 . . .The Wendy's/Tim Hortons project on the corner of Grand Island Blvd. and Staley Road is showing signs of getting underway. Part of the wooded area behind the Mobil gas station presently on the site, is being cleared, and the station will soon be demolished.     Rep. Slaughter Announces Federal Funding For Grand Island Blvd. Sewer System

       July 23, 2003 . . .U.S. Rep. Louise M. Slaughter (D-NY28) today announced $525,000 for local projects in the Buffalo Niagara region. The funding has been secured in the Fiscal Year 04 VA-HUD Appropriations bill, which was passed by the House Appropriations Committee yesterday. The money will fund projects including Grand Island's sewer system.
       "I am delighted to announce new funding for these important projects," said Rep. Slaughter. "The funding will also stimulate economic activity,. . . making Grand Island Boulevard more attractive to business."
       The projects include $250,000 for the Town of Grand Island's wastewater system: The Town of Grand Island will use the funding to expand its sewer system along Grand Island Boulevard, the equivalent of the town's Main Street. The first one and three quarter miles of Grand Island Boulevard are largely undeveloped. The few businesses and homes on this section of the Boulevard are now served by septic systems of indeterminate condition.
       Other projects are $140,000 to renovate Buffalo's historic Broadway Market, $75,000 for 1490 Enterprises, Inc. in Buffalo, NY, and $60,000 for the Town of Niagara's Community Center and park.
       Grand Island Supervisor Peter A. McMahon who called the Grand Island E-News Thursday from Washington, D.C. said, "It's going to be an important step forward for economic development on Grand Island Blvd., and I want to thank Congresswoman Slaughter for helping us get the funds earmarked in the House Appropriations bill. We have assurances from both Senators Clinton and Schumer that they'll help us when the Senate Appropriations bill is earmarked."
       "Getting federal tax dollars back to WNY is always a good thing and it is extra good to have them earmarked for a Grand Island project," Town Councilmember Mary Cooke said in an interview today (July 24). "This $250,000 will go a long way toward making the Grand Island Blvd. sewers in Sewer District #5 a reality. This funding covers nearly 40% of the project's cost so it is a boost for all of Grand Island and particularly for the property owners in Sewer District #5. This is the beginning of a long talked about project," Mrs. Cooke said.
       According to Town Councilman Dan Robillard, who also spoke with E-News Editor Teddy Linenfelser Thursday morning, "It's a much needed benefit, one that will certainly benefit all the residents and the businesses on the Island."

    School Pedestrian Crossing Plans Stymied

       Differences in scope and responsibility for services have stymied plans for pedestrian access between Grand Island High School from Bishops Gate. While the town was willing to assume costs to put in a five foot path at the location at a cost of $6,344, School Buildings and Grounds Superintendent Donn Perry thinks the pavement must be a minimum of 10 ft. wide to permit snow removal with a plow-equipped pick-up truck. Perry also suggests a removable pillar should be in place during other seasons to prevent cars from using the path.
       The town board agreed Monday, July 21, 2003 to hold to its original offer of a five foot path that, once installed, would be maintained by the school.
       Following a public hearing at which no one spoke regarding the establishment of Lighting District No. 38, the town board approved the district in Oakwood Estates, River Oaks, Section 2 at a cost of $1597.78 annually. Another public hearing led to the approval of closing Marjorie Drive from Sheree to Carter August 9 from 11 a.m. to dusk for a block party subject to a provision for emergency vehicles if necessary.
       Tabled was a plan from Steve Vathy for a recreational pond at 5400 East River Road while the Planning Board seeks the following information: a letter from the DEC that Vathy has permission to build a pond; wetland delineation lines on his drawing; details for restoration; details for erosion sedimentation control; and USDA safety requirements.
       Also tabled was a request from Code Enforcement Officer Doug Learman for part-time help as a short-term solution to the backlog of inspections pending.
       Amherst Paving was awarded the bid for bituminous resurfacing of various town roads at a cost of $210,258.50.
       The town board dedicated Hazelwood Court and Hazelwood Lane in Oakwood Estates, River Oaks, Section 2 subject to approvals by the town engineer, attorneys for the town and order of the highway superintendent. Also accepted were the temporary sanitary sewer and turnaround easements subject to approval of the town attorneys.
       During a workshop held prior to the town board meeting, the board decided to hold another workshop to try to iron out the last three areas of contention regarding island-wide rezoning. Yet to be resolved is the area around Webb Road, an area involving Bonnywoods and Ed Anderson's property on East River Road. Tentatively, the workshop is set for August 5 at 2:30 p.m. but that is subject to change should key participants not be available.




    Part-time Job Opportunity - Town of Grand Island

     The Town of Grand Island is seeking a qualified design professional for part-time work in the Building Department. The primary duties will be reviewing building plans for compliance with the new State of New York Building Code. Familiarity with 2003 State Building Codes and experience with plan review are essential.
       Interested persons are asked to submit a letter, including qualifications and experience, to Town Supervisor Peter A. McMahon. Letters received by August 1, 2003 will be considered. For additional information, contact any member of the Town Board.

    Dept. of Motor Vehicles Has Island Hours - July 2003

       The Department of Motor Vehicles, through efforts made by the Town Board and Town Clerk Nancy J. Samrany, is serving Island residents and the general public at town hall Wednesdays from 10 a.m. to 3 p.m. Supervisor Peter McMahon announced Monday that 35 people took advantage of the services during the first day of operations.



    Fewer Voting Machines For Primary Election - July 2003

       Town Clerk Nancy J. Samrany, in a cost-saving effort, will limit the number of voting machines to one in all polling districts for the Primary Election, Tuesday, September 9, 2003. The only exception will be the Bible Presbyterian Family Life Center where there will be two voting machines.

    Town Board Meeting - July 7, 2003

       The town board met Monday, July 7, 2003 and following a public hearing, voted to refer the proposed 2003 drainage program to the town engineer.
       A request for access to the Nike Base by the U. S. Department of Homeland Security for possible installation of security cameras was unanimously approved by the board.
       The next regular town board meeting will be held Monday, August 21, 2003 in the town hall.

    Residents Reminded Of Public Hearing On Isle-wide Rezoning - July 2003

       Comments to changes in the proposed Isle-wide zoning will be heard by the town board 6:30 p.m. Tuesday, July 8, 2003 in Town Hall. The board is hoping this is the last public hearing regarding the zoning that is a direct result of a 1992 Town Comprehensive Plan, and that the rezoning can be fully approved this summer. Most of the newest changes are tweaks in residential density and creating pockets of business along the waterfront.
